Waterloo Road <br />Stockton, CA 95205 <br />The San Joaquin County Environmental Health Department (EHD) met with you and your <br />consultants from Advanced GeoEnvironmental, Inc. (AGE) at our office on January 6, 2009. The <br />EHD summarized the meeting discussions in a letter dated January 23, 2009. <br />The plume of groundwater impacted by the unauthorized release from the underground storage tank <br />system on your site is one of the largest that EHD oversees and there is a California Water Service <br />municipal well that could be impacted by the contamination. Therefore, you were required to <br />implement the approved work plan to advance four cone pentromenter test (CPT) borings by May 1, <br />2009, submit a proposal for a schedule for sampling of the monitoring wells, submit a work plan, to <br />evaluate the potential for soil vapor intrusion by May 1, 2009, and most importantly continue full-time <br />operation of both the soil vapor extraction (SVE) and ground water extraction (GWE) remediation <br />systems. <br />The EHD has reviewed Remediation Status Report — Operation Schedule (Report) dated April 10, <br />2009, and Additional Site Assessment Status Letter (Letter) dated May 4, 2009, prepared on your <br />behalf by AGE. The Report discusses repairs to the SVE system and modifications to the GWE and <br />treatment system because TBA had been detected in the treated groundwater and had to be <br />removed prior to disposal of the water to the City of Stockton sewer, states that you cannot afford <br />the costs of the remediation and requests a suspension of SVE remediation and ground water <br />monitoring until reimbursement for past corrective action costs is received from the State Water <br />Resources Control Board Cleanup Fund. The Letter also states that you do not have the financial <br />capability to perform the additional off-site investigation (CPT borings) or vapor intrusion <br />investigation and suggests that the off-site investigation be delayed until the end of 2009 and the <br />vapor intrusion investigation be delayed until later (closure). <br />The EHD does not approve suspension of operation of the SVE or the GWE systems.
