Windmill Cove Rd., Stockton CA <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR-Notice to Comply) <br />108. continued - Mr. Ward stated on August 1, 2012 that all of the tote containers and their contents, as <br />well as all of the containers stored in the white cargo container on site belong to Mr. David Parker. <br />204. On July 3, 2012, friable asbestos (waste piping) was disposed of at the Kiefer Landfill Facility in <br />Sacramento County (Pest Hole). This facility only accepts non-friable asbestos, therefore hazardous <br />waste was disposed of at an unauthorized point. Also several containers located in the white cargo <br />container on site were determined to be hazardous waste by the business and were transported to the <br />San Joaquin County Household Hazardous Waste Collection Facility and were disposed of as a <br />household instead of as a Conditionally Exempt Small Quantity Generator. Disposal receipts submitted <br />by Mr. Ward from Keifer Landfill Facility for the containers, some of which were labeled as flammable, <br />were documented as latex paint. <br />206. On July 3, 2012, friable asbestos (waste piping) was transported to the Kiefer Landfill Facility in <br />Sacramento County (Pest Hole). Hazardous waste must be transported to a properly permitted <br />Treatment, Storage Disposal Facility. The Kiefer Landfill Facility is not permitted to accept the friable <br />asbestos. <br />213. On July 3, 2012, friable asbestos (waste piping) was transported to an unauthorized facility. <br />Hazardous waste transporters must receive an ID number and registration certification from DTSC. As <br />of this date the business has never had a valid ID number and registration certification from DTSC. <br />Documentation/disposal receipt for the contaminated soil from a large oil stain on the property has been <br />received on September 7, 2012. <br />This summary of violations was completed on September 17, 2012 and was mailed to the business <br />owner, property manager and property owner. <br />ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE. <br />THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br />EHD Inspector: <br />Ray von Flue (209) 468-9848 <br />Received By: <br />AkAt 164 'hr 'CA/C(11L, <br />Title: <br />EHD 23-02-003 23-02-003 Rev 04/19/12 CONTINUATION FORM
