Box 182 <br />Holt, CA 95234 <br />Subject: Proposal to Remove Contaminated Soil and Asbestos Containing Material <br />8503 Windmill Cove Rd. near Stockton, California <br />Dear Mr. Parker: <br />Cook Environmental Services, Inc. (CES) is pleased to provide this proposal for the above <br />referenced project. We hereby propose to furnish all labor, equipment, and materials to remove <br />up to 40 cubic yards (CY) of oily contaminated soil and up to 1 CY of asbestos containing <br />materials (ACM) from your property located at 8503 Windmill Cove Rd. near Stockton, <br />California. We understand, this property was recently used to dismantle ships and the <br />constituents of concerned identified during a survey of the site on April 20, 2012 are long-chain <br />hydrocarbons in shallow soils. I observed several oil stains on the surface and collected three <br />soil samples the same date of the site survey. Lab analytical results detected total recoverable <br />petroleum hydrocarbons (TRPH) at concentrations up to 41,000 mg/kg and total petroleum <br />hydrocarbons as diesel at concentrations up to 13,000 mg/kg. Benzene and other petroleum <br />hydrocarbon constituents that would have classified this material as a hazardous waste were <br />below concentrations that would have classified them as hazardous. <br />I also observed ACM in two locations on the property. Several small (<3" diameter) pieces of <br />asbestos were found on the surface near the boat ramp on the east side of the property and a <br />small pile of pipes that are wrapped in asbestos were located beneath a tarp behind an old <br />excavator on the south side of the property. Lab analytical results found that the asbestos is <br />friable and contains more than 1% asbestos. Based on these results, the ACM must be handled <br />and disposed of as non-RCRA hazardous waste. There is less than 100 SF of asbestos on the <br />property such that we will not be required to have an ASB certification pursuant to the California <br />Business and Professions Code Section 7058.5 (a). Cook Environmental Services is a licensed <br />contractor (921387 A, HAZ) and is licensed to remove and dispose of oily contaminated soil. <br />Prior to any commencing any remediation fieldwork, I recommend that we notify the San <br />Joaquin County Environmental Health Department (SJCEH) of our intention to clean up the site <br />and enlist their involvement. In all likelihood, the SJCEH will require a work plan describing <br />our approach and procedures to remove the wastes. They will also want to see existing lab <br />reports and our suggested cleanup levels. The County will review, comment on and approve the <br />work plan or request changes.
