The borings around MW-5 were proposed by AGE, your consultant, and <br />concurred with by Central Valley Water Board staff in a letter dated 23 May 2017. <br />As the Responsible Party for the Larry's Auto case, you are responsible to perform <br />work required by the Central Valley Water Board pursuant to California Water Code <br />and Health and Safety Code. Your responsibilities extend to the entirety of the <br />subject parcel, including the Stanley building. <br />Central Valley Water Board staff request that you allow access to the Stanley building <br />in order to advance the three (3) proposed borings around MW-5, and collect a <br />groundwater sample from MW-5 in order to evaluate current concentrations in this <br />well. Please also allow ongoing access to the Stanley building on a semi-annual <br />basis for the purpose of routine groundwater sampling in MW-5, as well as for any <br />other assessment required by Central Valley Water Board staff in the future as related <br />to this case. <br />If you continue to deny access to the Stanley building, Central Valley Water Board <br />staff may issue an enforcement order requiring the Site investigation. <br />4. By 2 February 2018, please submit an Assessment Report which details the <br />advancement of the three proposed borings in the vicinity of MW-5, and the results of <br />groundwater sampling from MW-5. Please include an evaluation of the soil results as <br />compared to LTCP Direct Contact and Outdoor Air Exposure criteria. Please also <br />include an evaluation of the potential for a secondary source in the vicinity of MW-5, <br />and a recommendation of the need for a Fuel Fingerprint analysis of dissolved phase <br />hydrocarbons in MW-5 and at least two (2) other Site wells near former Tanks A and <br />D, and Tanks B and C. <br />In summary, Central Valley Water Board staff request the following: <br />Access be granted to the Stanley building in order to advance the proposed borings <br />around MW-5. <br />Access be granted to the Stanley building to collect a current groundwater sample <br />from MW-5, and on a semi-annual basis for routine sampling of this well. <br />Access be granted to the Stanley building for any future assessment required by <br />Central Valley Water Board staff as related to this case. <br />By 2 February 2018, please submit an Assessment Report to include: <br />Detailed activities and findings related to the shallow soil assessment around, <br />and groundwater sampling of, Site well MW-5. <br />Evaluation of shallow soil data as related to LTCP criteria. <br />Recommendations related to the need for Fuel Fingerprint analysis of <br />dissolved hydrocarbons in MW-5 and at least 2 other Site wells near former <br />Tanks A and D and Tanks B and C.
