WASTE DISCHARGE REQUIREMENTS ORDER NO. 5-00-226 -6- <br />COUNTY OF SAN JOAQUIN DEPT. OF PUBLIC WORKS <br />COUNTY SERVICE AREA NO. 44 <br />CASTELLO ESTATES AKA APRICOT ACRES <br />SAN JOAQUIN COUNTY <br />C. Effluent Limitations <br />1. The discharge of effluent in excess of the following limits is prohibited: <br />Constituent Units 30-Day Average Daily Maximum <br />BOD5 mg/1 40 80 <br />Total Settleable Solids ml/l•hr 0.2 <br />Nitrate as Nitrogen mg/1 5 10 <br />Total Dissolved Solids mg/1 1,000 1 1,250 <br />Total Coliform MPN/100 ml 2 23 240 3 <br />Value selected based on average groundwater concentration presented in RWD. <br />2 MPN/100 ml denotes Most Probable Number per 100 milliliter sample. <br />3 No two consecutive samples shall exceed 240 MPN/100 ml. <br />D. Solids Disposal Requirements: <br />Collected screenings, sludge, and other solids removed from liquid wastes shall be <br />disposed of in a manner approved by the Executive Officer, and consistent with <br />Consolidated Regulations for Treatment, Storage, Processing, or Disposal of Solid <br />Waste, as set forth in Title 27, CCR, Division 2, Subdivision 1, Section 20005, et seq. <br />The Discharger shall submit disposal plans and sludge monitoring results to the Board at <br />least 90 days before any anticipated removal of sludge. The Discharger may not <br />discharge any sludge until the disposal plan is approved by the Executive Officer. <br />Use and disposal of sewage sludge shall comply with existing Federal, State, and local <br />laws and regulations, including permitting requirements and technical standards included <br />in 40 CFR 503. <br />If the State Water Resources Control Board and the Regional Water Resources Control <br />Board are given the authority to implement regulations contained in 40 CFR 503, this <br />Order may be reopened to incorporate appropriate time schedules and technical <br />standards. The Discharger shall comply with the standards and time schedules contained <br />in 40 CFR 503 whether or not they have been incorporated into this Order. <br />The Discharger is encouraged to comply with the State Guidance Manual issued by the <br />Department of Health Services titled Manual of Good Practice for Landspreading of <br />Sewage Sludge. <br />E. Groundwater Limitations: <br />The discharge shall not cause underlying groundwater to contain waste constituents in <br />concentration statistically greater than background water quality, except for coliform <br />bacteria. For coliform bacteria, increases shall not cause the most probable number of total <br />coliform organisms to exceed 2.2 MPN/100 ml over any 7-day period.
