Mr. Steven Ferrara -2- Santa Fe Pacific Pipeline Partners, L.P. PROJECT DESCRIPTION Santa Fe Pacific Pipeline Partners L.P., proposes to discharge into Trapper Slough treated ground water from the cleanup of a pipeline leak. Extracted ground water will first pass through an oil/water separator which is designed to separate free-phase petroleum product and reduce the total petroleum hydrocarbons (TPH) concentration and stored in a equalization tank. Water from the equalization tank, at a TPH concentration of 20 mg/1, is then passed through a granular activated carbon (GAC) treatment system (2,000 pounds). The design flow rate for the treatment system will be approximately 30 gallons per minute. Breakthrough of petroleum hydrocarbons for the primary GAC unit is estimated to be 600,000 gallons or four weeks. GENERAL INFORMATION The project shall be constructed and operated in accordance with the requirements contained in the General Order and in accordance with the information submitted in the report of waste discharge. Regional Board staff shall be notified at least 24 hours prior to the start of project construction activities. The required annual fee (as specified in the annual billing you will receive from the State Water Resources Control Board) shall be submitted until this Notice of Applicability is officially revoked. Discharge of material other than ground water from the investigation and cleanup of petroleum fuel pollution, or discharge from the investigation of petroleum fuel pollution where other contaminants exist in the ground water, is prohibited. Failure to abide by the conditions of the General Order could result in an enforcement action as authorized by provisions of the California Water Code.
