Mr. Steven Ferrara -2- <br />Santa Fe Pacific Pipeline Partners, L.P. <br />PROJECT DESCRIPTION <br />Santa Fe Pacific Pipeline Partners L.P., proposes to discharge into Trapper Slough treated ground <br />water from the cleanup of a pipeline leak. Extracted ground water will first pass through an <br />oil/water separator which is designed to separate free-phase petroleum product and reduce the total <br />petroleum hydrocarbons (TPH) concentration and stored in a equalization tank. Water from the <br />equalization tank, at a TPH concentration of 20 mg/1, is then passed through a granular activated <br />carbon (GAC) treatment system (2,000 pounds). The design flow rate for the treatment system will <br />be approximately 30 gallons per minute. Breakthrough of petroleum hydrocarbons for the primary <br />GAC unit is estimated to be 600,000 gallons or four weeks. <br />GENERAL INFORMATION <br />The project shall be constructed and operated in accordance with the requirements contained <br />in the General Order and in accordance with the information submitted in the report of waste <br />discharge. <br />Regional Board staff shall be notified at least 24 hours prior to the start of project <br />construction activities. <br />The required annual fee (as specified in the annual billing you will receive from the State <br />Water Resources Control Board) shall be submitted until this Notice of Applicability is <br />officially revoked. <br />Discharge of material other than ground water from the investigation and cleanup of <br />petroleum fuel pollution, or discharge from the investigation of petroleum fuel pollution <br />where other contaminants exist in the ground water, is prohibited. <br />Failure to abide by the conditions of the General Order could result in an enforcement action <br />as authorized by provisions of the California Water Code. <br />If you have any questions or comments regarding this permit, please contact Isaac Kaing at (916) <br />255-3022. <br />WILLIAM H.
