Environmental Protection Agency <br />Region IX <br />215 Fremont Street, T-3-3 <br />San Francisco, CA 94105 <br />Dear Ms. Volpini: <br />ASBESTOS DISPOSAL, EQUINOA PROPERTY, FRENCH CAMP, SAN JOAQUIN <br />Please find enclosed a Draft Preliminary Assessment report for <br />the Equinoa Property in French Camp. Thiti; report is forwarded to <br />you per your request. Please hold it confidential. A final <br />report will be submitted to you. As we discussed earlier, you <br />will review the report to determine what, if any, response action <br />EPA will take. <br />The property is the site of suspected asbestos disposal, <br />allegedly by Johns Manville. The asbestos (20-3O%,chrysotile in <br />soil samples) may cover as much as three acres to a depth of <br />three feet. The material is subject to wind dispersal. No air <br />samples have been collected. There are two homes immediately <br />adjacent the site. Subsistence farming may be occurring on or <br />immediately adjacent the property. There is a business park <br />nearby, and a hospital within one mile. Residential development <br />is proposed on and adjacent the property. Direct contact and <br />inhalation are the main concerns; ground water and surface water <br />do not appear to be threatened. The property owner has failed to <br />comply with Department or with local agency directives to <br />mitigate the site. <br />We are asking you to take appropriate interim action to prevent <br />arrect contact/or dispersal. Given the proposed land,use,_final - - remedial action will probably require excavation and disposal of <br />all asbestos contamination. Should you decide not to take action <br />at this site, please advise me. We will have to do so in order <br />to protect the public health. In any event, I would like to <br />coordinate any response taken between agencies, at the federal, <br />state, and local levels. <br />COUNTY
