If you have any questions, please contact me by phone at (916) 464-4792 or by email at
vera.fischer@waterboards.ca.gov .
Vera Fischer, P.G.
Engineering Geologist
Levand-Bright Property 2 23 April 2018
3 East 11th Street
Tracy, San Joaquin County
A total of twenty-two (22) soil samples were submitted for laboratory analysis. AGE detected
TPH-G in five (5) of the soil samples at concentrations ranging from 19 milligrams per kilogram
to 330 mg/kg. Total xylenes were detected in soil sample B2 at 15 ft bgs at 0.010 mg/kg. Total
lead was detected in all 22 soil samples at concentrations ranging from 6.0 mg/kg to 16 mg/kg.
No additional analytes were reported above laboratory detection limits in the soil samples. AGE
concluded that lead detected in Site soils is within normal background concentrations.
AGE detected petroleum hydrocarbons in shallow grab groundwater at maximum
concentrations of 45,000 micrograms per liter (ug/L) TPH-G, 62 ug/L benzene, 620 ug/L
naphthalene, and 0.91 ug/L tetrachloroethane (PCE). AGE detected maximum concentrations
in deep groundwater of 910 ug/L TPH-G, 0.72 ug/L benzene, 3.4 ug/L naphthalene, 2.5 ug/L
PCE, and 0.51 ug/L trichloroethene (TOE).
AGE recommended preparation of a work plan proposing additional assessment at the Site to
define the extents of groundwater contamination. AGE further recommended researching the
immediate surrounding area to the west of the Site to determine the potential for an additional
source/off-Site source of the petroleum hydrocarbons.
Central Valley Water Board staff concurs with AG F's recommendation to submit a Work Plan.
Please submit a Site Assessment Work Plan (Work Plan) by 30 June 2018. The Work Plan
should present a scope of work to install a sufficient number of wells and/or borings to complete
plume delineation, and to allow for monitoring of stability of petroleum hydrocarbons in
groundwater.
cc: Technical Staff, Underground Storage Tank Cleanup Fund, Sacramento
Technical Staff, San Joaquin County Environmental Health Department, Stockton
Mr. Brian Millman, Advanced GeoEnvironmental, Inc., Stockton
