July 5, 2017 <br />San Joaquin County Health Department <br />Division of Environmental Health <br />1868 HazeIton Avenue <br />Stockton, California 95205 <br />Subject: Workplan for Phase II Subsurface Investigation <br />604 West 11th Street <br />Tracy, California 95376 <br />Partner Proposal Number P17-186468.2 <br />Project History <br />Partner completed a Phase I Environmental Site Assessment (Phase I) Report, dated May 16, 2017, prepared <br />on behalf of Success Capital. Based on the information reviewed and the site reconnaissance, the subject <br />property consists of two parcels of land comprising approximately 0.23 acre located on the south side of <br />West 11th Street and west side of Roosevelt Avenue within a mixed commercial and residential area of San <br />Joaquin County, California. The subject property is currently developed with two single-story structures, <br />which were constructed in the early 1950s. The building addressed as 604 West 11th Street is currently <br />occupied by City Garage for commercial use. On-site operations consist of typical automotive repair <br />activities. The building addressed as 606 West 11th Street is currently occupied by Forever Yours Tattoo for <br />commercial use. On-site operations consist of typical tattoo parlor activities. In addition to the current <br />structures, the subject property is also improved with an asphalt-paved parking lot. <br />According to available historical sources, the subject property was formally undeveloped as early as 1921; <br />developed with a two-unit residential dwelling with an associated auto garage between 1926 and 1947; and <br />developed with the current two single-story commercial buildings in the early 1950s. Tenants on the subject <br />property have included Private Residences (Late 1920s — Late 1940s), City Garage (1965-Present), Curran <br />Real Estate & Insurance (1965-1983), Correia Realty (Late 1980s-Early 1990s), Tracy Shoe Repair (Mid 1990s), <br />and Forever Yours Tattoo (Early 2000s-Present). <br />The following recognized environmental conditions (RECs) were identified during the Phase I: <br />According to the historical sources reviewed, the subject property (604 West 11th Street) has been <br />occupied by an automotive repair facility since at least 1965. The extended period (over 50 years) <br />of historical and current automotive repair operations at the subject property represents a REC. <br />During the time of the site visit, a large floor drain was observed in the southeast portion of the <br />auto shop area. Partner was unable to confirm or deny the presence of an oil/water separator, <br />grease trap, or clarifier as part of the floor drain. However, it was noted that the drain does enter <br />the municipal sanitary sewer. Based on the nature of use and the use of hazardous substances in <br />close proximity of this feature, the surface drain represents a REC.
