LAND USE AND PLANNING. <br />Would the project: <br />Physically divide an established community? <br />Cause a significant environmental impact due <br />to a conflict with any land use plan, policy, or <br />regulation adopted for the purpose of avoiding <br />or mitigating an environmental effect? <br />Conflict with any applicable habitat <br />conservation plan or natural community <br />conservation plan? <br />Result in Land use/operational conflicts <br />between existing and proposed on-site or off- <br />site land uses? <br />Impact Discussion: <br />a-d) This project is a Master Plan, Specific Plan I Amendment, and Site Approval application to convert an <br />existing Farm Service Headquarters facility to a Construction Services-Heavy operation. The Site <br />Approval application proposes the utilization of an existing 5,800 square foot building, and includes <br />the construction of a new 12,000 square foot office and warehouse building. <br />Master Plan Amendment and Specific Plan I Amendments <br />Mountain House Master Plan, Chapter 3 has a specific policy regarding the siting of uses for General Industrial <br />parcels in the Mountain House community. <br />Master Plan Section 3.7 INDUSTRIAL AND OFFICE USE POLICY o) states the following <br />Existing Language: <br />o) General Industrial areas shall be provided for building contractors, yard storage, building material <br />suppliers and similar businesses with very low density employment. General Industrial areas shall be <br />separated from residential or other sensitive land uses by non-sensitive land uses or other appropriate <br />buffers. <br />To strengthen the existing Master Plan policy language and provide for additional economic development <br />opportunities in the General Industrial areas the project applicant is requesting to amend the existing language <br />contained in Master Plan Section 3.7 Industrial and Office Use Policy (o). <br />New Language: <br />o) General Industrial areas shall be provided for t94.1414449-6oh#asters,yard storagel-building-material <br />&uppl-iers-arid---sicia-ila--13,14sine,ccc, with veey-low-Gtensity-empleymeRt. general and special trade <br />contractors engaged in heavy construction other than buildings. Outdoor yard storage areas of <br />equipment and materials is permitted and shall be screened with fences and walls as provided for in <br />the Mountain House Commercial, Office, and Industrial Design manual. Special control measures are <br />required for uses within the General Industrial areas and shall be separated from residential or other <br />sensitive land uses by non-sensitive land uses or other appropriate buffers. <br />Based on the proposed underlying project involving general and specialized trade contractors who engage in <br />a variety of construction projects i.e. highways, tunnels, street construction, water, sewer, and pipeline <br />construction. This update will ensure consistency with the proposed project and existing approved Mountain <br />House documents, future planned land uses, and existing community approvals.
