MHCSD approved BMPs shall serve to control point <br />and non-point source pollutants in storm water and shall constitute the project's storm <br />water pollution prevention program (SWPPP) for construction activities. Timing: All <br />applicable permits shall be obtained prior to the issuance of grading permits for the project. <br />Project applicant shall develop and submit a Project Stormwater Plan that identifies the <br />methods to be employed to reduce or eliminate stormwater pollutant discharges through <br />the construction, operation and maintenance of source control measures, low impact <br />development design, site design measures, stormwater treatment control measures, and <br />hydromodification control measures. <br />13. Roadway Improvements: <br />Easement and Dedication Requirements: All onsite and offsite easements and dedications <br />as may be required, including the "E" Court shall be dedicated to the MHCSD. Plat, <br />description or offer of dedication shall be prepared and recorded with the County. The full <br />width of dedication of "E" Court shall be dedicated to MHCSD. <br />All new frontage improvements, traffic signage, striping, curb marking/painting, and <br />pavement markings shall be constructed per MHCSD current standards. <br />Improvement Plan shall conform to the roadway system depicted in Specific Plan I, Figure <br />9.12 for arterials and collectors, conforming to the latest MHCSD Standard Specifications <br />and Standard Plans, to the Bicycle and Pedestrian systems as shown in Specific Plan I, <br />Figure 9.12 and to the transit system depicted in Specific Plan I Figure 9.13. <br />Stop control devices shall be used on the side streets that intersect Bethany Road. <br />Digital File digital file of the Final Improvement Plans shall be submitted to the MHCSD <br />consistent with MHCSD File Format requirements. <br />Record Drawings: Record Drawings shall be provided prior to acceptance of the <br />improvements by the MHCSD. <br />G. Whenever all or any portion of a local or an arterial street is constructed, the improvements <br />shall include the installation of all streetlights. The lighting shall be provided as required <br />by the MHCSD Design Manual Street lights shall also conform to the MHCSD Technical <br />Specifications and Design Standards in effect at the time of the submittal for final approval. <br />14. Storm Drains: <br />The Developer shall fund, design and construct the required storm drainage system in <br />accordance with the requirements of the MHCSD adopted Storm Water Master Plan <br />Update, the MHCSD's Standards and Specifications, and the November 2007 "Mountain <br />House Commerce Center Conceptual Drainage Study — Neighborhood L, Mountain <br />House", prepared by PACE for the Commerce Center project, unless otherwise required <br />or approved by the General Manager of the MHCSD. <br />The Developer shall build the required drainage system and a water quality basin, if <br />necessary, as required by MHCSD to accommodate runoff from the project. The <br />configuration shall be in accordance with the recommendations included within the <br />November 2007 "Mountain House Commerce Center Conceptual Drainage Study — <br />Neighborhood L, Mountain House", prepared by PACE for the Commerce Center project <br />and the MHCSD's Storm Water Master Plan. <br />30
