PAYNE <br />DEPUTY DIRECTOR <br />The following information is being submitted as part of San Joaquin <br />County's application for a Solid Waste Facilities Permit for the <br />proposed North County Sanitary Landfill located in San Joaquin <br />County. <br />1. Initial Cost Estimate Worksheet for Closure and Postclosure. <br />2. Certification for Initial Closure and Postclosure Maintenance <br />Cost Estimates. <br />3. Operator Certification For The Preparation of Initial Cost <br />Estimates, Establishment of A Financial Mechanism, and Annual <br />Deposits Into The Financial Mechanism. <br />4. Board of Supervisor letter and Resolutions, R-88-1323 & R-89- <br />695, concerning establishing the Solid Waste Closure <br />Enterprise Fund, restricted to closure and post closure <br />activities, in accordance with the requirements of Assembly <br />Bill 2448. <br />As the above documents indicate, the County has established a <br />designated Solid Waste Closure Enterprise Fund (Fund) as the <br />financial mechanism to fund the closure and postclosure of the <br />proposed North County Sanitary Landfill. Since the proposed <br />landfill has not received any waste, the Fund balance is $0.00. <br />However, when the landfill begins receiving waste, the appropriate <br />amount, based on formulas presented in the California Code of <br />Regulations, Title 14, Chapter 5, Subarticle 3.5, Section 18282, <br />will be added to the Fund on an annual basis. <br />
