Sixty seven percent of the waste arriving at the current <br />Harney Lane Landfill is brought to the site by the private <br />transfer station operator in Lodi, who performs extensive <br />recycling of the waste before bringing it to the landfill. <br />This practice is expected to continue at the proposed site. <br />Therefore, very little recycling activity will occur with <br />respect to waste delivered from the transfer station. <br />Most of the remaining waste will be delivered to the site by <br />the general public who will be directed to a special unloading <br />area. This area will be fenced, paved, and properly signed. <br />Appropriate personnel will be assigned to this area to direct <br />the public, handle waste deposited at the area, and perform <br />recycling activities. <br />The unloading area shall consists of two levels. The higher <br />level will be the unloading area for the general public. The <br />lower level will be used to park bins to receive recycled and <br />nonrecyclable materials. The public on the higher level will <br />be directed to dump their loads into the tops of the bins <br />stored on the lower level. Some bins will be used to receive <br />recyclable materials and will be used to transport the <br />material to markets by County equipment. Other bins will <br />receive nonrecyclable material and then will be transported <br />by county equipment to the working face of the landfill. A <br />portion of the paved area will be reserved for storage of wood <br />waste for periodic processing. <br />If it becomes necessary to expand the amount of materials <br />recycled, the waste may be dumped on the paved area, sorted <br />by County labor, and then loaded into the bins. <br />Emcon Associates is preparing a conceptual entrance plan which <br />will show location of the entrance road, scale facility, <br />maintenance building, employee building, and the public <br />unloading/recycling area.
