Sixty seven percent of the waste arriving at the current
Harney Lane Landfill is brought to the site by the private
transfer station operator in Lodi, who performs extensive
recycling of the waste before bringing it to the landfill.
This practice is expected to continue at the proposed site.
Therefore, very little recycling activity will occur with
respect to waste delivered from the transfer station.
Most of the remaining waste will be delivered to the site by
the general public who will be directed to a special unloading
area. This area will be fenced, paved, and properly signed.
Appropriate personnel will be assigned to this area to direct
the public, handle waste deposited at the area, and perform
recycling activities.
The unloading area shall consists of two levels. The higher
level will be the unloading area for the general public. The
lower level will be used to park bins to receive recycled and
nonrecyclable materials. The public on the higher level will
be directed to dump their loads into the tops of the bins
stored on the lower level. Some bins will be used to receive
recyclable materials and will be used to transport the
material to markets by County equipment. Other bins will
receive nonrecyclable material and then will be transported
by county equipment to the working face of the landfill. A
portion of the paved area will be reserved for storage of wood
waste for periodic processing.
If it becomes necessary to expand the amount of materials
recycled, the waste may be dumped on the paved area, sorted
by County labor, and then loaded into the bins.
Emcon Associates is preparing a conceptual entrance plan which
will show location of the entrance road, scale facility,
maintenance building, employee building, and the public
unloading/recycling area. When this plan is available, the
County will submit copies to you for review.
If you need further information, please call me at (209)468-3066.
Sincerely,
Tom Horton
Solid Waste Manager
TH: th
File No. LA 63102
NCL1—PHS.EP
3
