The solid waste permit application may be accepted if <br /> the time frames for drafting and approving the permit <br /> are waived (Government Code Section 86796 . 32) . The <br /> draft permit may be written concurretly as the Army <br /> Corp of Engineers permit is being processed . <br /> 2 . Army Corp of Engineering permit must be issued before <br /> the final solid waste permit will be approved . <br /> 3 . The preliminary plans for the closure plan should be <br /> submitted by October 1 , 1990 . <br /> 4 . The plans for post-closure and post-maintenance should <br /> be submitted by October 1 , 1990 . <br /> Also a San Joaquin County Air Pollution permit is missing from, <br /> the landfill's permit application.
