Box 1810 <br /> Stockton, CA 95201 <br /> PRELIMINARY CLOSURE AND POST-CLOSURE MAINTENANCE PLAN, NORTH COUNTY SANITARY <br /> LANDFILL, SAN JOAQUIN COUNTY, CASE NO. 3161 <br /> I have reviewed the Preliminary Closure and Post-Closure Maintenance Plan for the <br /> North County Sanitary Landfill pursuant to Title 14, California Code of Regulations <br /> (14 CFR) , Section 18270(c). The following are my comments concerning this plan: <br /> 1. Drawing number 4, which was received with this plan, is labeled Drawing 4 - <br /> Details. In the Table of Contents, drawing number 4 is listed as Drawing 4 - <br /> Flood Insurance Map. Also, the text of the report references Drawings 1 and 3 <br /> for the locations of the ground water monitoring wells. The monitoring well <br /> locations are not shown on any of the drawings that we received. Please <br /> submit the correct drawings. <br /> 2. On Page 4, in the third paragraph under Ground Water, you state that G-1 is <br /> the upgradient ground water monitoring well. You go on to say the background <br /> well , G-3, will be tested for baseline water quality. Please address this <br /> inconsistency. <br /> 3. The Closure Plan states- in various places that it is anticipated that only two <br /> additional ground wate'r' monitoring wells will be needed in the future to <br /> effectively monitor the facility. This site will consist of approximately 185 <br /> acres of landfilled area. The :map attached to the WDRs shows the monitoring <br /> wells currently installed on-si'te (G-3 was proposed at the time, but has been <br /> installed since) These monitoring wells will monitor modules 1 and 2. Once <br /> waste is placed in module 11, monitoring well G-1 will no longer be a <br /> background well . Therefore, a new background well would be needed at that <br /> time. Monitoring wells G-2 and G-3 were placed downgradient of modules 1 and <br /> 2. These wells will not be downgradient of modules 3 - 10 with a ground water <br /> gradient of west southwest. Therefore, new monitoring wells must be installed <br /> as operations progress. <br /> Please submit a plan showing the locations of the additional wells to be <br /> installed with rationale justifying the number and locations of the wells. <br /> The preliminary closure cost estimates must also be adjusted for installation <br /> of the additional monitoring wells. <br />
