MONITORING PROGRAM <br />FOR THE NORTH COUNTY SANITARY LANDFILL <br />PROJECT <br />OCTOBER 1990 <br />The San Joaquin County Department of Public Works is developing a <br />320 AC. landfill east of the City of Lodi. The landfill project <br />has had CEQA review (EIR 89-3, and permit approval (U.P. 89-2) <br />from the County Board of Supervisors. <br />Conditions for approval (Mitigations) were approved for the Use <br />Permit which includes the preparation of a Wetlands Mitigation <br />Plan. The Plan was completed to the satisfaction of the COE and <br />DFG. COE 404 and DFG 1601 permits have been issued for the <br />project. <br />CEQA <br />Under CEQA, project impacts must be identified, and mitigation <br />measures or environmental superior project alternatives must be <br />adopted if they are feasible. AB 3180 (Cortese) provides that <br />projects for which an environmental impact report identifies <br />significant environmental effects, a reporting or monitoring <br />program shall be designed to ensure compliance during project <br />implementation. AB 3180 further states that an agency having <br />jurisdiction by law over natural resources affected by the <br />project (San Joaquin County Board of Supervisors / Planning <br />Department), if so requested by the lead agency or responsible <br />agency (San Joaquin County Public Works Department), prepare and <br />submit a proposed reporting and monitoring program. <br />As a public agency the County Department of Public Works must <br />approve a monitoring program. They will seek concurrence in the <br />Plan from the landfill permitting agency, the California <br />Integrated Waste Management Board and their local enforcement <br />agency, the San Joaquin County Public Health Services Department. <br />V ILI lim-"Ll FM 4: <br />In order to designate responsibility for implementation of the <br />monitoring program the San Joaquin County Department of Public <br />Works Solid Waste Manager is designated "Monitoring Program <br />Manager" for this Plan and the Wetland Mitigation Plan. <br />The use permit U.P. 89-2, conditions for approval are included <br />in this plan. They are presented here and will be implemented <br />per the schedule in Table No. 1. <br />The Wetlands Plan is included in this plan as Appendix A. <br />
