NORTH <br />COUNTY SANITARY <br />1.i. <br />MONITORING PROGRAM <br />Monitoring Program for the Wetlands Mitigation Plan <br />Dated May 22,1990 <br />The monitoring program is designed to identify measures needed to prevent adverse <br />impacts on sensitive biological resources (wetlands and burrowing owl nest and roost sites) <br />to be protected and to ensure proper wetlands construction in the mitigation area. The <br />monitoring program shall be administered and implemented by the County and performed <br />by a biologist (or biologists) experienced in construction and postconstruction monitoring <br />and wetlands creation methods and shall be designated the "biological monitor." The <br />biological monitor shall have the authority to temporarily halt any specific construction <br />activity that may adversely affect any biological resource intended to be protected under this <br />mitigation plan (e.g., wetlands and burrowing owls). Every attempt will be made to resolve <br />any issues onsite to avoid lengthy construction delays. The biological monitor's authority <br />shall not extend beyond the intent of the monitoring program unless specified by the County. <br />The biological monitor shall be consulted on matters concerning wetlands creation and <br />protection measures. <br />The monitoring program will commence prior to grading activities onsite. The <br />program will include monitoring of grading activities during construction of the landfill, <br />entrance road, and maintenance and administration area, to ensure that all wetlands to be <br />avoided are protected from inadvertent filling or disturbance. The monitoring program also <br />includes postconstruction monitoring of the mitigation area to document the success or <br />failure of the mitigation measures implemented and to make recommendations for remedial <br />action to correct failures. <br />ELI <br />
