Performance Standards <br />Performance standards for created vernal pools, wetland swales, marshes, riparian, <br />grassland, and upland tree and shrub.plantings are provided below. Performance standards <br />for each vegetation type will vary depending on the results required by the mitigation plan. <br />To adequately determine whether the vegetation creation has succeeded or failed <br />(wetland and upland types), the vegetation of each mitigation site shall be monitored <br />scientifically as described below. The vegetation monitoring shall be conducted annually, <br />or more frequently if necessary. <br />Minimum Performance Standards for Wetlands Mitigation <br />Vernal Pools. Forty-six vernal pools (4.3 acres) will be created to replace 22 <br />pools (1.6 acres) filled during the life of the project, which represents a 120 -percent increase <br />in number of pools and a 170 -percent increase in vernal pool habitat area. At least 22 of <br />the created vernal pools, totaling at least 1.6 acres (or an equivalent combination), must <br />function as viable vernal pools by the end of the monitoring program to be considered <br />successful. <br />Wetland Swales. Six wetland Swale mitigation areas (8.3 acres) will be created <br />to replace 4.1 acres of ephemerally wet swales filled during the life of the project; this <br />_ replacement represents a 102 -percent increase in wetland Swale habitat area. At least 4.1 <br />acres of this mitigation type must function as viable wetland Swale by the end of the <br />monitoring program to be considered successful. <br />Marsh. Four marsh mitigation areas (4.2 acres) will be created to replace 1.5 <br />acres of marsh filled during the life of the project, which represents approximately a <br />180 -percent increase in marsh habitat area. At least 1.5 acres of this mitigation type must <br />function as viable marsh by the end of the monitoring program to be considered successful. <br />Riparian. Three riparian mitigation areas (1.6 acres) will be created to <br />enhance wildlife habitat values of the mitigation area to offset, in part, loss of upland <br />habitat during the life of the project. No riparian vegetation currently exists onsite. At least <br />0.8 acre of riparian vegetation must function as viable riparian habitat by the end of the <br />monitoring program to be considered successful. <br />" Uplands. The upland habitats, primarily grassland, will be monitored annually <br />to determine the extent of plant cover and its effectiveness for erosion control and <br />1 <br />screening. <br />Grazing levels will be adjusted annually to permit at least 50 percent vegetative cover <br />(or 900 lbs/acre RDM) by the end of the dry season (October 15).
