recommend remedial measures for improvement of wetland mitigation and protection; and <br />recommend improvements to mitigation, maintenance, or monitoring methods. <br />The monitoring report shall be completed by the end of August each year and shall <br />be provided to the San Joaquin County Department of Public Works and the Sacramento <br />District of the COE. If any of the mitigation measures fall short of the minimum <br />performance standards, then the monitoring program shall be extended (at the discretion <br />of the COE) accordingly to monitor remedial mitigation measures that are implemented. <br />The mitigation plan will be implemented after all required permits are issued (404 <br />permit to fill wetlands from the COE and 1601 Streambed Alteration Agreement from the <br />DFG). Protection and monitoring of biological resources will begin prior to construction, <br />and will continue for 5 years after the construction period. Maintenance of project facilities <br />to protect wetlands will continue throughout the life of the project. <br />Methods and objectives described in this monitoring plan are outlined in an <br />implementation schedule (Table 11). The purpose of the schedule is to provide a suggested <br />time frame for plan implementation. The implementation schedule is divided into <br />preconstruction, construction, special -status species, and maintenance and monitoring tasks. <br />ESTIMATECOST OIMPLEMENTATION <br />OF . <br />Estimates of the costs involved to implement the mitigation plan described above are <br />provided below. These estimates are intended to be general guides for County staff and are <br />not intended to be detailed quotes. Many variables influencing actual costs for <br />implementation of wetlands mitigation plans cannot always be foreseen. The following cost <br />estimate is broken down into categories that generally follow the outline of this mitigation <br />plan, such as preconstruction activities, site grading, wetlands creation (i.e., vernal pool, <br />swale, marsh, and riparian creation), upland revegetation (i.e., grassland, tree, and shrub <br />planting), special -status species surveys and mitigation, and monitoring (i.e., construction and <br />postconstruction), and is provided below. <br />The cost estimates for each task are summarized in Table 12 and generally follow <br />the format of Tables 10 and 11. The total cost estimate for implementation of this <br />mitigation plan is approximately $387,075. No allowance has been made for inflation <br />increases in this estimate. <br />57 <br />
