" <br /> REASONS FOR RECOMMENDATION: <br /> The Board of Supervisors , on December 6 , 1988, adopted Res I OlUtion <br /> R <br /> -88-1323 , which created the County' s' SolidWaste Closure <br /> Enterprise Fund (SWCEF) for the Harn lay Lane and Foothill Sanitary <br /> Landfills . By doing so,, the County of San Joaquin complied with <br /> the requirements of Assembly Bill 2448 . Assembly Bill 2448 <br /> mandated, in part , that by January 1 , 1989 , landfill operators to <br /> establish a financial mechanism to ensure adequate financial <br /> resources for closure and DOStclosure maintenance activities for <br /> landfills in California. <br /> Subsequently, on August 22 , 1989 , the Board of Supervisors adopted <br /> Resolution R-89-6951 which reaffirmed the creation of the SWCEF, <br /> placed additional stipulations on the SWCEF and added the North <br /> County Sanitary Landfill sub-budget unit to the SWCEF. <br /> The California Integrated Waste Management Board (CIWMB) now <br /> requests that the Board of Supervisors place additional <br /> stipulations on the SWCEF.
