City of Stockton, which operates its own landfill. However, the <br />general public from the City of Stockton uses the Lovelace Transfer <br />Station, and the cities of Manteca, Escalon, Ripon and all of the <br />unincorporated areas haul to the transfer station and it is trans- <br />ferred to Foothill. About 93 percent of Foothill's waste comes from <br />the Lovelace Transfer Station. <br />Comm. Jungeblut: What is the water table in the four monitoring <br />wells? <br />Mr. Horton: He thought the water table was about 125 feet below the <br />site. <br />Comm. Jungeblut: What type of soil will you run into at the 35 -foot <br />excavation depth? <br />Mr. Horton: They have run into clays, clay -sand, sandy clays, inter- <br />mittent beds of different types of material. The permeabilities have <br />ranged from 10 to the minus 4, to 10 to the minus 9 (10 to the minus <br />9 being the extremely tight soils; 10 to the minus 4 being very loose <br />soils that drain more freely). Through that 35 foot excavation they <br />ran into some very tight clays and they intend to separate those clays <br />and use them for constructing a liner at the bottom of the site. The <br />State requires the liner to be constructed with a permeability of 10 <br />to the minus 6. Some of the soils on the site are tighter than what <br />they would be required for development of a liner. <br />Comm. Jungeblut: With your 65 -foot -maximum ground coverage, would you <br />get more runoff with that type after it is filled? <br />Mr. Horton: There is a potential for an increased runoff because we <br />are going to be decreasing the amount of water that would infiltrate <br />into the site. The EIR recommended that we install some retention <br />basins and we will be doing that and so that it that will slow and <br />hold the runoff and meter it on a slower fashion. <br />PUBLIC HEARING CLOSED <br />Staff noted that the staff recommendation is clarified to approve the <br />Use Permit with the conditions and findings in the staff report, <br />rather than adopting a resolution intending to approve the project <br />(see motion). <br />Chairman Bozzano said that if the Commission did want to approve this, <br />he would agree with Mr. Horton that Mr. Burnett's request concerning <br />the toxins, anything that the County would cause would be their <br />problem, but not if it was caused by somebody else. John Eilers <br />brought up a good point - that the Commission should not consider that <br />the County has already bought it, and not consider that they have <br />been working on it for years, but it is hard not to. <br />I* Comm.
