STAFF ANALYSIS <br />General Plan: <br />As discussed - project description, both a General <br />Map Amendment and Text Amendment are required to allow the pro- <br />posed sanitary landfill at the Harney Lane site. The Map <br />Amendment is accomplished by adding the "Solid Waste Disposal <br />Facilities" symbol to the Land Use/Circulation Element map. <br />The underlying land use designation would still be <br />"Agriculture." The Text Amendment would update the technical <br />information for solid waste disposal facilities discussed in <br />the Basis for Policy document of the Land Use/Circulation <br />Element. The actual proposed changes for the Text Amendment <br />are • •with this staff reportand B <br />The current zone for the subject property is AG -40 (General <br />Agriculture, 40 -acre minimum parcel size). Sanitary landfills <br />are permitted in this zone with a Use Permit. Therefore, the <br />zoning would remain AG -40, and the proposed project would be <br />under Use Permit approval. <br />AREA/NEIGHBORHOODCOMPATIBILITY: <br />The major concerns raised by area property owners have included <br />loss of agricultural land, contamination of ground water, damage <br />on adjacent properties from storm water runoff, rubbish and <br />litter along Harney Lane, and the issue of utilizing the existing <br />Foothill Sanitary Landfill in lieu of opening a new landfill on <br />Harney Lane. <br />These issues were addressed in the Environmental Impact Report <br />(EIR) prepared by Jones and Stokes Associates on the proposed <br />project. Where appropriate, • _ •measures identified <br />the EIR have been proposed as Conditions of Approval under the <br />Use Permit procedures. <br />Implementation of the landfill project will remove land from <br />agricultural production for a period of time. However, the <br />project site will be converted from pasture land to landfill in <br />segments, so that only a portion of the 320 -acre site will not <br />be • .. _ one time. • • •: <br />IBM <br />
