A perimeter • 1 -r collection ditch and <br />detention pond - also been proposed • control runoff. <br />Rubbish and Litter Alon Harney Lane: <br />Litter will be controlled by installing temporary fences down- <br />wind of the working face of each landfill segment. A permanent <br />fence will be constructed on the perimeter of the site. Litter <br />along Harney Lane will be controlled by periodic cleaning and by <br />enforcing the existing County policy that requires tarps to be <br />placed over open loads. <br />Use of Foothill Sanitary Landfill Site: <br />The sanitary landfill site on Harney Lane is designed to pro- <br />vide the solid waste disposal needs of the City of Lodi and the <br />remainder of the north Countyarea. Use of the Foothill <br />Sanitary Landfill site on Waverly Road was not recommended <br />because of the higher cost of hauling north County refuse to <br />the Waverly Road site.
