CONDITIONS OF APPROVAL UP -89-2 North County Sanitary Landfill Unless otherwise specified, all Conditions of Approval must be fulfilled prior to the approval of the improvement plan. 1. Planning Division: C a. A wetland restoration plan, including a description of existing conditions, a grading plan, a planting plan, a maintenance plan, and a monitoring plan shall be prepared and submitted to the Planning Division for approval prior to final landfill design. The plans shall result in no net loss of wetland values or acreage and shall be accep- table to the State Department of Fish and Game. b. A survey of the vernal pools shall be conducted by qualified personnel in the spring (April or June) to determine if special -status plant species are present. Results shall be submitted to the Planning Division for review. If special -status plants are identified, a miti- gation plan acceptable to the State Department of Fish and Game shall be prepared. c. A replacement willow grove shall be planted along the rerouted course of South Paddy Creek. Planting details shall be included in the wetland restoration plan. d. Perimeter drainage ditches with wide, shallow profiles and a gentle gradient shall be constructed and planted with grasses. Such ditches shall be indicated on the improve- ment plans. e. Silt fences shall be installed at all points where storm - water drainage leaves the project site. Silt fence loca- tions and construction details shall be shown on the improvement plans. f. Temporary storm drainage sumps shall be constructed within active landfill modules to control sediment. Construction details shall be shown on the improvement plans. g. Completed landfill modules shall be revegetated upon place- ment of final cover and not later than October 15 of each year. h. Landfill operations shall be limited to daylight hours. 2.
