Type II Work Plan - Addendum <br />UXO Construction Activities and Soil Removal Action <br />Preliminary Assessment/Site Investigation Update <br />California Army National Guard Facility <br />Stockton, California <br />Contract No. GS-00E-007UTask Order W91238-05-F-0084 <br />Version 2.0 <br />SW8015M, C6 — C40), VOCs (SW8260B), semi-volatile organic compounds (SVOCs, <br />SW8270), PCBs (SW8082) and CAM 17 metals. <br />2.3 BURIED WASTE EXCAVATION <br />The buried waste removal action comprises the following tasks: <br />Excavation of the identified geophysical anomaly and removal of up to 500 tons of buried <br />waste and/or contaminated soil. <br />Collection and laboratory analysis of confirmation samples. <br />Disposal of the excavated soil at a landfill licensed to accept the waste. <br />Backfilling the excavation with clean, imported fill. <br />Compaction of the backfill. <br />The following subsections detail the methods and procedures to be used to complete the above <br />tasks. Figure 5 shows the expected extent of the excavation. The FSP addendum, included in <br />Appendix C, describes the protocol to be used to collect, analyze, and document the <br />confirmation sampling. <br />2.3.1 Site Preparation <br />Site preparation activities will include; marking the site appropriately and notifying Underground <br />Service Alert as required by law; notifying CA ARNG and CESPK personnel of the field <br />activities and schedule, installing temporary fencing as necessary and mobilizing personnel and <br />equipment to the Site. During the preconstruction meeting, Versar personnel will discuss access <br />routes and storage areas with CA ARNG and CESPK personnel. Prior to excavation, exclusion <br />and decontamination zones will be established and plastic sheeting will be placed in soil <br />stockpile areas (as necessary). Section 11 of the WP includes the Soil Management Plan, Dust <br />Control Plan, Spill Prevention Plan, and Stonnwater Management Plan to be followed during the <br />response action. <br />2.3.2 Use of Equipment and Personnel <br />The field tasks will be performed following the safety procedures described in the Accident <br />Prevention Plan/Injury and Illness Prevention Plan and Site Safety and Health Plan included as <br />Appendix B and C of the WP, respectively. Only trained, qualified, experienced personnel will <br />be allowed to operate machinery or heavy equipment. The field crew will comprise a minimum <br />of two personnel at all times. A Field Team Leader will also be present to supervise the field <br />crew. <br />2.3.3 Excavation Strategy <br />The excavation objective is to remove an estimated 500 tons of buried waste and/or contaminated <br />soil from the area shown in Figure 5. The excavation strategy is to excavate and stockpile all <br />soils with visible waste and/or detectable contamination, and collect confirmation samples. <br />104700.4965.300 Page 2-3 April 2007
