Type II Work Plan - Addendum <br />UXO Construction Activities and Soil Removal Action <br />Preliminary Assessment/Site Investigation Update <br />California Army National Guard Facility <br />Stockton, California <br />Contract No. GS-00E-007UTask Order W91238-05-F-0084 <br />Version 2.0 <br />Confirmation samples will be collected from the sidewalls and bottom of the soil excavation. <br />Sample collection will be performed at a rate of one sample per 20 linear feet of sidewall with a <br />minimum of one sample per sidewall, and one sample per 100 square feet of excavation bottom. <br />Confirmation sample results will be compared to California Regional Water Quality Control <br />Board — San Francisco Region Environmental Screening Levels (ESLs), which comprise the <br />excavation objectives for the Site. The excavation will remain open, with temporary fencing, <br />until laboratory analysis confirms the objectives have been met. A mobile laboratory may be <br />utilized to provide rapid turnaround laboratory analysis. If one or more samples are found to <br />exceed an objective, additional excavation Will be performed and additional samples collected. <br />Following completion of the removal action, the excavation will be backfilled with suitable clean <br />material from a local source. Only backfill that has been tested and certified as clean will be <br />used. CVRWQCB staff will be provided with sources and certifications prior to initiating <br />excavation operations. The backfill will be compacted during installation and the near-surface <br />material tested to verify 95 percent of maximum dry density compaction has been achieved. <br />2.3.4 Stockpile Management <br />The soil will be pre-characterized and accepted at a landfill licensed to accept the waste prior to <br />excavation (following the protocol described in Section 2.2 and Appendix C), and stockpiling <br />may not be required. Soils will then be excavated and placed directly on trucks for transport to <br />the landfill. Trucks will be stationed adjacent to the excavation to facilitate easy loading, and <br />minimize potential spills. However, some temporary stockpiling of soil may be necessary. <br />Soils requiring stockpiling will be placed on heavy plastic sheeting near the excavation. <br />Stockpiles will be covered with construction grade plastic sheeting each night, and following <br />completion of soil removal activities. Stockpiles will be regularly monitored to maintain the <br />integrity of the enclosure. The Soil Management Plan (Section 11.1 of the WP) describes <br />stockpile management, safe-work, and erosion/stonnwater protection practices to be followed. <br />2.3.5 Soil Disposal and Site Restoration <br />Soil disposal is scheduled to be performed concurrently with excavation. During excavation <br />activities, trucks will stage adjacent to the excavation for loading. Each truck will require a <br />manifest, signed by CA ARNG. All loads will be covered and manifested prior to leaving the <br />CA ARNG facility. The soil will be delivered directly to a licensed landfill. <br />If soils are stockpiled at the site, a rubber-tired front-end loader or backhoe will be used to move <br />soil from the stockpiles to the trucks for transport to the disposal facility. All loads will be <br />covered and manifested and will be delivered directly to the landfill. <br />Site restoration activities will include removal of all materials and equipment from the Site, final <br />cleaning of the work area, and inspection by CA ARNG and CESPK personnel.
