AMERICAN STREET, STOCKTON, SAN JOAQUIN <br />COUNTY, CASE #390394, EAR #R09-121 <br />On 22 March 2018, the California Department of General Services (DGS) approved Budget <br />Amendment 2 for environmental work associated with the Siebold Construction unauthorized <br />petroleum release at 820 S. American Street in Stockton (Site). The approved Amendment 2 <br />was submitted by DGS to Central Valley Regional Water Quality Control Board (Central Valley <br />Water Board) staff on 9 April 2018. Amendment 2 approves a total budget of $66,626 to cover <br />the following: <br />groundwater sampling; <br />soil assessment as proposed in GHD Inc.'s (GHD's) 27 September 2017 Workplan for <br />Shallow Soil Evaluation — Evaluation of Direct Contact Risk (Work Plan); <br />Preparation of an Assessment Report and Closure Request; <br />preparation and distribution of a public notice Fact Sheet; and <br />destruction of remaining Site wells. <br />Central Valley Water Board staff have the following comments: <br />1. Due to the fact that GHD's contract with DGS ended on 30 September 2017, Central <br />Valley Water Board staff did not issue a letter approving the scope of work proposed in <br />the Work Plan. The Work Plan proposed the following scope of work: <br />Borings Total Depth <br />(ft bgs) <br />Soil Sampling Depth <br />(ft bgs) <br />Analysis <br />7 Borings <br />(as yet unnamed) 10 5, 10 BTEX, naphthalene <br />BTEX=benzene, toluene, ethylbenzene, xylenes; ft bgs=feet below ground surface <br />Now that DGS has approved budget Amendment 2, please implement the proposed <br />scope of work, and by 17 August 2018 please submit a Site Assessment Report <br />presenting results and recommendations. Please also include a comparison of shallow <br />soil data to Direct Contact and Outdoor Air Exposure criteria presented in the State <br />KARL E. LONGLEY ScD, P.E., CHAIR I PAMELA C.
