<br />Partner Engineering and Science, Inc. (Partner) is pleased to submit this work plan to perform environmental
<br />investigation activities at the above-referenced property.
<br />Project History
<br />Partner was provided with a Phase I Environmental Site Assessment Report (Phase I), dated June 15, 2018,
<br />prepared by Terracon Consultants, Inc. (Terracon) on behalf of MidFirst Bank. Based on the information
<br />reviewed therein, the subject property consists of one parcel of land comprising approximately 1.75 acres
<br />located on the north side of East HazeIton Avenue, west of South Union Street, within a mixed industrial,
<br />commercial, and residential area of San Joaquin County, California. The subject property is currently
<br />developed with four commercial warehouses, which are occupied by Morales Auto Repair, Kandyman Grillo
<br />Creations (body shop), Color Pro Paint & Auto Body, and Action Towing. On-site operations consist of
<br />automotive repair/body shop, short-term storage, and used automotive part collection and disposal
<br />services. In addition to the current buildings, the subject property is also improved with asphalt-paved
<br />parking areas, utilities, and limited landscaping.
<br />According to available historical sources reviewed by Terracon, the subject property formerly consisted of
<br />small residential dwellings from as early as 1895 to approximately 1915. The property was redeveloped for
<br />commercial use with a Holt Manufacturing Company tractor warehouse (with fuel tanks) and Peerless Mill
<br />(a barley and feed mill) by 1917. In 1950, the subject property continued to operate as a mill, as well as a
<br />beer warehouse, bottling works, automotive repair, milling company, grain warehouse, and sack cleaning
<br />and sewing. By the mid-1960s, several buildings were removed and the property continued to be used
<br />commercially as a beer warehouse, a gasoline and service station warehouse with oil at the south-central
<br />portion of the site, and truck repair at the southeast corner of the site by 1972. The fuel tanks, with a total
<br />capacity of 13,000 gallons, were present on the northwestern corner of the site from at least 1917 through
<br />1972. The west-adjacent property was developed with railroad tracks that were likely used to off-load fuel
<br />to the on-site fuel tanks. Additionally, the subject property has been used for automotive repair, automotive
<br />body repair, merchandise warehouse, distribution warehouse, truck repair, and vehicle storage from
<br />approximately 2003 to the present.
