The potential for undocumented <br />spills or releases to the subsurface from these uses represents a REC. <br />Former Fuel Tanks: Based on historical fire insurance maps, the northwestern portion of the subject <br />property was equipped with fuel tanks with a total capacity of 13,000 gallons from approximately <br />1917 to 1972 and were likely filled by tanker cars from the adjoining railroad tracks to the west. <br />Based on the absence of removal documentation or subsurface investigation, the potential for these <br />tanks to be buried on-site, as well as potential undocumented spills or releases from off-loading of <br />fuel from the railroad tracks resulting in impacts to the subsurface, represent a REC. <br />Former Gasoline Service Station Warehouse with Oil: Based on the absence of subsurface <br />investigation and removal documentation for possible underground storage tanks (USTs) <br />associated with this use, the historical gasoline service station operations represent a REC. <br />Used Blasting Sand/Abrasive: Based on the poor housekeeping practices observed, the potential <br />for oils, metals, paints, etc. to be present in the used sand blast media observed on the subject <br />property represents a REC. <br />Paint booths: Various San Joaquin County Air Pollution Control District (SJCAPCD) violations for on- <br />site paint booth operations were noted in the years between 2001 through 2018. Based on the <br />reviewed violations and age of industrial operations including the use of the paint booths, the <br />potential for undocumented spills or releases to have occurred in connection with the paint booth <br />operations represent a REC. <br />Vehicle Storage and Staining: Staining was observed throughout the subject property and the <br />ground surface pavement was observed to be in poor condition. In addition, due to the large <br />amount of debris and vehicles throughout the property, observation of the ground surface in some <br />areas was limited. More substantial surface staining may have been present throughout the subject <br />property but unseen. Observed staining on the ground surface from automotive-related activities <br />and the potential to impact the subsurface represents a REC. <br />Reported Release: The subject property, identified as 1021 East Hazelton Avenue, is listed on the <br />California Hazardous Incident Reporting System (CHMIRS) database. Based on a review of the <br />CHMIRS database listing, a release was reported on January 16, 1989; however, the contents of the <br />release were not reported. Records regarding the release were not identified in records provided <br />by the San Joaquin County Department of Environmental Heath (SJCDEH). Based on the unknown <br />details of the release and the absence of records regarding the CHMIRS database listing represents <br />a significant data gap and a REC. <br />Objective <br />The main objectives of the project will be to identify the location of on-site USTs, former tankholds, and/or <br />other associated features and to evaluate the potential impact of petroleum hydrocarbons, volatile organic <br />compounds (VOCs), and metals to soil and/or soil gas as a consequence of a release or releases from the <br />on-site industrial operations. <br />PARTNER
