MAIN STREET, STOCKTON, <br />SAN JOAQUIN COUNTY, CASE #392001 <br />Central Valley Water Quality Control Board (Central Valley Water Board) staff reviewed the <br />Groundwater Monitoring Report— Fourth Quarter 2017 (4Q17 GMR) dated 31 January 2018, <br />submitted on your behalf by Advanced GeoEnvironmental Inc. (AGE) for the American Medical <br />Response West (AMR West) property at 2060 E. Main Street in Stockton (Site). The 4Q17 <br />GMR provides the results of the fourth quarter 2017 groundwater monitoring event and <br />recommendations for continued Site actions. <br />AGE has installed three groundwater monitoring wells at the Site. As shown in the 4Q17 GMR, <br />on-site well MW-1 and off-site cross-gradient well MW-2 have limited petroleum hydrocarbon <br />impact and AGE recommends conducting annual Site monitoring and reporting. <br />In the 4Q17 GMR, AGE provides a 1950 Sanborn Fire Insurance map which depicts a <br />petroleum fueling facility at 2085 E. Main Street, directly across Main Street from the Site <br />(downgradient). Additionally, AGE states that petroleum hydrocarbons reported in MW-3, <br />downgradient of the 2085 E. Main Street property, are a result of a release on this property and <br />not from the AMR West Site release. AGE recommends that they submit a Low Threat Closure <br />Evaluation to determine if Site conditions meet the closure criteria established in the State <br />Water Resources Control Board's Low Threat Underground Storage Tank Case Closure Policy <br />(LTCP). <br />Central Valley Water Board staff has the following comments on the current status of the <br />assessment and cleanup of the Site petroleum release: <br />In the 4Q17 GMR, AGE refers to the property downgradient from the Site with an <br />address of 2095 E. Main Street. Please note that, according to San Joaquin County <br />Assessor's records, the correct address for this property is 2085 E. Main Street. <br />AGE states that hydrocarbon impact in MW-3 is not a result of the petroleum release at <br />the AMR West Site property, but rather from an as-yet-unknown release at a former <br />fueling facility at the 2085 E.
