Health and Safety Plan <br />705 Carlton Avenue, Stockton, CA <br />EFI Global Project No. 9836003958 <br />8.7 NOISE HAZARDS <br />Exposure to loud noise can have the following effects: <br />Workers may be started, annoyed, or distracted. <br />Workers may sustain physical dam age to the ear, pain, and/or tern porary or perm anent <br />hearing loss. The degree of ear dam age depe nds on the noise level and the duration of <br />exposure. <br />Communication interference can in crease other potential site safety h azards due to the <br />workers' inability to warn of danger and convey the proper safety precautions to be taken. <br />Drill rigs and other heavy equipment can expose workers to high noise levels. Noise exposure is anticipated <br />to be greatest for equipm ent operators and helpers in the immediate vicinity of the equipment. However, all <br />employees working in the vicinity of the equipment (defined as a 20-foot radius) may be exposed to noise in <br />excess of permissible levels. <br />Excessive noise exposure requires that feasible administrative or engineering controls be used when workers <br />are subjected to sound level s exceedi ng the required standard. Thus, hearin <br />protection will be used in high noise areas where levels exceed 85 decibels (i.e., generally when noise level s <br />require personnel to raise th eir voices to be heard). At a minimum, hearing <br />protection will be required at all times for personnel working within a 20-foot radius when heavy equipment <br />is operational. <br />8.8 OTHER SITE ACTIVITIES <br />All personnel, contractors, and subc ontractors not under the direct supervision of EFI Global shall operat e <br />under their scope-specific HASP prepared by their respective safety personnel. <br />Additionally, all subcontractors operating within the project scope, which may encounter hazardous <br />conditions, shall operate under their own scope-specific HASP. <br />9.0 SITE CONTROL MEASURES <br />In compliance with 29 C FR 1910.120(b)(4)(ii)(F) and 29 CFR 1910.120(d) this section outlines control <br />measures needed to safely complete the job described. The work area will be closely monitored by the site <br />health and safety supervisor. Only those involved directly with th e project and who have attended the site <br />safety meeting will be allowed within the work area. Communications within the work area will be by verbal <br />command. In the event of an emergency, an alert will be sounded with a vehic le horn or air. There will be <br />no smoking or eating within the work area. <br />Site control i s necessary to minimize the potential contamination of site wor kers, protect the publ ic from <br />physical and chemical hazards associated with the work, and protect site equipment from theft or vandalism. <br />These zones are established to reduce the accident al spread of hazardous substances by controlling t he <br />movement of personnel in and out of the zones. <br />The degree of site control necessary depends on site ch aracteristics, the scope of work, and the surroundi ng <br />community. Hazardous waste sites are divi ded into as many different zones as needed to meet operatio nal <br />and safety objectives. In general, site control will in clude the est ablishment of three zones: the Exclusion <br />Zone (EZ), the Contamination Reduction Zone (CRZ), and the Support Zone (SZ). <br />Each zone will be associated with specific operations, and work activities and equipment will be confined to <br />the appropriate area. <br />EFI Global° <br />Engineering.
