Health and Safety Plan <br />705 Carlton Avenue, Stockton, CA <br />EFI Global Project No. 9836003958 <br />Delineation of these zones will be based on sam piing and monitoring results, an evaluation of potential <br />exposure rou tes, and an estimate of the potenti al for contaminant dispersion in case of a release. <br />Movement of workers and equipment am ong these zones should be minimized and restricted to preven t <br />cross-contamination from contaminated areas to clean areas. <br />9.1 EXCLUSION ZONE <br />The Exclusion Zone (EZ) is the area where hazardous substances are known or suspect ed to be present and <br />pose the greatest potential for exposure. The EZ will be established before the start o f work by t he <br />placement of cones, delineators, caution tape, signs, or other physical barrier s as needed to control acce ss <br />and prevent entry b y una uthorized personnel. Work ers within the EZ shall h ave or be acco mpanied by <br />personnel having a m inimum of 40 hours of off-site instru ction (or its equivalent) and three day s of actual <br />field experience under the supervision of a trained, e xperienced supervisor. In addition, t hey shall have <br />annual 8-hour refresher training as required by 29 CFR-1910.120. <br />Supervisors and managers engaged in this hazardous waste operati on shall have received the equivalent <br />training to the workers they supervise plus an add itional 8 h ours of specialized training as required by <br />29CFR-1910.120. <br />Geologists or Engineers engaged in preliminary inv estigatory or site asses sment activit y in which the <br />potential for exposure to hazardous substances is li mited, shall have a minimum of 40 hours of hazardous <br />waste operations training and an additional three day s of actual field experience under the direction of an <br />experienced, trained supervisor. <br />Access control poi nts will be established at the pen i phery of the EZ to contr ol the flow of personnel a nd <br />equipment into and out of the zone and to help veri fy that pro per procedures for entering and exiting are <br />followed. If feasible, separate entrances and ex its should be established to separate personnel a nd <br />equipment movement into and out oft he zone. Pers onnel working in the EZ will be required to wear the <br />level of PPE specified in this HASP. <br />9.2 CONTAMINATION REDUCTION ZONE <br />The Contamination Reduction Zone (CRZ) is the tr ansition area between the EZ and the clean area. It is <br />designed to reduce the probabilit y that the clean Support Zone will beco me contaminated or affected by <br />other site hazards. The distance between the EZ and the Support Zone provided by the CRZ, together with <br />the decontamination of w orkers and equipm ent, limits the physical transf er of hazardous substances into <br />clean are as. The degree of conta mination in the CRZ decreases as one moves from the EZ to the Support <br />Zone, due to both the distance and the decontamination procedures. <br />Decontamination procedures take pla ce in a desi gnated area of the CRZ called the Contam ination <br />Reduction Corridor (CRC). The CRC begins at the outer edge of the EZ, called the Hotline, and extends <br />to the Contamination Control Line, which is th e boun dary between the CRZ and the Support Z one. <br />Access into and out oft he CRC is thr ough Access Control Points. Personnel entering the CRC fro m the <br />Support Zone are required to wear the PPE pros cribed for working withi n the CRZ. To reenter the <br />Support Z one, workers should rem ove any PPE and e quipment within the CRZ, and leave through the <br />Access Control Point. <br />Support staff will be stationed in t he CRZ as appropr iate, and Personnel and E quipment Decontamination <br />Stations will be established within the CRC. Th e CRZ will be designed to facilitat e decontam ination of <br />workers and equipment; first aid and emergency response; sample handling; equipment supply, including <br />PPE and tools; and handling of decontamination waste.
