Health and Safety Plan <br />705 Carlton Avenue, Stockton, CA <br />EFI Global Project No. 9836003958 <br />11.6 FALL PROTECTION <br />Fall protection shall be used when workers are exposed to an environment with risk of a fall hazard. <br />For working on roofs: A fall protection s ystem consisting of safety lines and other ap propriate <br />equipment shall be used. A scaffold shall be er ected to the cave line, or other approved methods <br />shall be used. An area surroundi ng the building will be barricaded so that personnel on the ground <br />will not be exposed to any objects that might fall from the roof <br />For working inside existing buildi ngs and newly constructed buildings: Work platforms o n self- <br />propelled scissors lifts or hydraulic lifts shall be equipped with handrails, midrails, and toe boards. <br />Workers shall be tied off to th e designated secure points as directed by the lift manufacturer's <br />manual. Rolling scaffolds are to be us ed only on level, clean, and firm surfaces. Use of rolling <br />scaffolds will not be permitted on unstable surfaces. The casters for the rolling scaffolds shall have a <br />locking device on each caster. No worker shall be permitted to ride on the rolling scaffold while it is <br />being moved. The maximum height for a rolling scaffold will be no greater than three times th e <br />smallest base dimension. <br />Workers shall be instructed by a Competent Person, as defined by OSHA in 29 CFR 1926.32(f), on <br />the use of fall protection e quipment. Fall protectio n shall consist of one harne ss, one lany ard, and <br />one anchorage point. The D-ring shall be located in between the shoulder blades of the back. Fall <br />protection gear shall be inspected daily and properly stored when not in use. <br />Guardrail systems shall be designed to meet CAL OSHA standards, as follows: The top rail will be <br />42-inches (plus or m inus 3 inches) above the walking/working level. If there i s no 21-inch wall or <br />parapet wall at the working level, a midrail must be installed midway between the working surfac e <br />and the top rail. <br />The CAL OSHA standards for fall protection will be used during roofing a nd framing activities. <br />Toe boards shall be a minimum of 4 inches high when required. <br />11.7 EXPLOSION AND HAZARDOUS ATMOSPHERE PREVENTION <br />This section shall apply if underground storage tanks are to be exposed, removed and/or transported. <br />Call the Und erground Ta nk Enforcement Unit Inspector at least TWO WEEKS prior to start of work. <br />Arrange a mutually agreed upon appointment date a nd time with the district Fire Inspector to be on Site to <br />witness the UST removal. <br />A Site supervisor will be present to observe and do cument the excavation activities and U ST removal, and <br />perform r equired monitoring of fu gitive em issions during excavation activities in accord ance with Air <br />Quality Management District (AQMD) Rule 1166. <br />The Site supervisor will enforce the No Sm oking rule and ensure that no open flames are introduced to the <br />work zone. <br />The excavation work shall be perfo rmed in cooperation with the ow ner and all concerned govern ment <br />agencies. The USTs and associated piping will be exposed by removing ove rburden m aterial. Tank and <br />piping locations will first be confir med with hand digging equipment to clear them for safe excavation with <br />the bacichoe. <br />No cutting torch, open flame, or spark producing equipment shall be used on the tanks or piping. <br />Workers will disconnect a nd re move all associated piping, electrical lines, and in-tank pum ps, and lea ve <br />these items on Site pending off-Site transportation and disposal or recycling at an appropriate facility. <br />EFI Global° <br />EnsineervAnte& <br />FtIVIlt ea. dal SFwvIrPs Page 12 of 19
