Robert McClellon
August 24, 2000
Page 2
. DRAINAGE
Surface drainage over the winter operations area will generally flow south to southwest as
indicated by arrows shown on Figure 1. A berm will be constructed to divert all surface runoff
into ditches leading to the retention basin southeast of Module 3. Drainage collected in this basin
may be later used in controlling dust at the site, or discharged in accordance with the site's
National Pollution Discharge Elimination Systems(NPDES)Permit. Drainage that has directly
contacted waste on the winter pad and working face will be cut off by a berm and allowed to
percolate to the leachate collection system. Only storm runoff will be directed to the retention
basin.
All other areas of the site also drain to the retention basin southeast of Module 3 by way of
ditches and culverts. The water collected in this permanent retention basin is used for dust
control at the site during the summer months or discharged in accordance with the site's NPDES
Permit. If this basin is filled before the end of the wet season, then all runoff will be diverted to a
retention basin in the area to eventually become Module 5.
Any water that enters the leachate collection system will be treated as leachate. Leachate is
pumped out of the module sumps and handled as outlined in the site's Leachate Disposal Plan.
IV. STOCKPILE
It is estimated that approximately 40,000 cubic yards of cover material will be needed during
winter operations for the six month period spanning November 2000 to April 2001. This material
will be taken from Module 4, located immediately south of Module 3, and from the stockpile
located south of the office and maintenance building. A temporary winter stockpile is located on
the western half of Module 3 for wet weather conditions.
V. SUMMARY
This Winterization Plan is designed to provide for six months of seasonal operations beginning
November 2000. In addition, adequate drainage, refuse space, and cover material are provided to
ensure limited maintenance and normal operation of the landfill.
MK:rh
NA WESNOwintplan00_01.wo
Attachment
LA 63215
