The landfill accepts municipal solid waste (MSW), green waste and construction <br />debris. An on site transfer station accepts MSW from the pubic as well as household hazardous waste, tires and cathode ray <br />tubes (CRTs). The CRTs are shrink-wrapped and palletized. Used tires are stored in a truck trailer on site. The facility is <br />located eight miles east of the City of Lodi and is used predominantly to serve northern San Joaquin County. The land <br />surrounding the facility is agricultural. <br />PREVIOUS CIWMB INSPECTION RESULTS: <br />The previous State inspection of this facility was conducted on February 17, 2004. The inspection identified no violations of <br />Public Resources Code, Division 30, Part 4, Chapter 3. There were three areas of concern of Title 27, California Code of <br />Regulations, Consolidated Regulations for Treatment, Storage, Processing, or Disposal of Solid Waste for Section 20650 — <br />Grading of Fill Surfaces, Section 20820 — Drainage/Erosion Control and Section 20830 — Litter Control. <br />VIOLATIONS: <br />A. The inspection identified two violations of Division 30, Public Resources Code, Division 30, Part 4, Chapter 3. <br />1. Section 44004 - Significant Change. No operator of a solid waste facility shall make any significant change in the <br />design or operation of the solid waste facility not authorized by the existing permit, unless the change is approved by <br />the enforcement agency, and conforms with this division, and all regulations adopted pursuant to this division and the <br />terms and conditions of the solid waste facilities permit are revised to reflect the change. <br />1 <br />Supervisor Page 1 of 4 L4, Inspector <br />
