San Joaquin County Environment ealth Department <br />State 18 -Month Inspection Report <br />North County Landfill <br />SWIS #39 -AA -0022 <br />Per a review of the tonnage records for the North County Landfill from January through July of 2005 the maximum daily <br />tonnage of 825 tons per day was exceeded four times. On June 2, 2005, the facility accepted 1076.41 tons, on June 3, 2005, <br />the facility accepted 858.40 tons, on July 1, 2005, the facility accepted 833.23 tons and on July 4, 2005, the facility accepted <br />on 874.00 tons. This is a significant change not authorized by the solid waste facility permit (SWFP). <br />It is recommended that the local enforcement agency inform the operator that enforcement action will be taken should waste <br />be accepted in excess of the permitted limit of 825 tons per day. <br />2. Section 44014(b) - Terms and Conditions of the Permit. The solid waste facilities permit shall contain all terms and <br />conditions that the local enforcement agency determines to be appropriate for the operation of the solid waste facility. The <br />operator shall comply with all terms and conditions of the permit. <br />The SWFP for the North County Landfill allows for a permitted maximum tonnage of 825 tons per day. On four separate <br />occasions in June and July of 2005 the facility received tonnage in excess of the maximum allowed in the SWFP. This is a <br />violation of the terms and conditions contained in the SWFP for North County Landfill. <br />It is recommended that the local enforcement agency inform the operator that enforcement action will be taken should the <br />operator continue to violate the terms and conditions contained in the SWFP for North County Landfill. <br />B. The inspection identified one violation of Title 27, California Code of Regulations, Consolidated Regulations for Treatment, <br />Storage, Processing, or Disposal of Solid Waste. <br />1. Section 20919.5 — Explosive Gas Control. This standard requires that the concentration of methane gas generated by the <br />facility does not exceed 25% of the Lower Explosive Limit (LEL) for methane in facility structures and does not exceed the <br />LEL at the facility property boundary. The standard also requires that a routine methane -monitoring program be <br />implemented if levels are exceeded and that the necessary steps be taken to ensure protection of human health. <br />During the inspection gas monitoring wells SG -2, SG -3, SG -4, SG -5 and SG -8 were monitored for methane gas. All of the <br />monitoring wells were under the LEL for methane except for SG -5, which had a reading of 17.1% methane. This is a <br />violation of this standard. <br />It is recommended that the local enforcement agency continue to require the operator to control the production of methane <br />gas at the North County Landfill. It was observed that monitoring well SG -5 is located in the center of the facility <br />immediately adjacent to the previous waste management unit. The operator has the option of moving the monitoring wells to <br />the boundary of the facility with prior local enforcement agency approval. <br />AREAS OF CONCERN: <br />A. There were three areas of concern of Title 27, California Code of Regulations, Consolidated Regulations for Treatment, <br />Storage, Processing, or Disposal of Solid Waste. <br />1. Section 20680 — Daily Cover. This section requires, in part, that the owners or operators of all municipal solid waste <br />landfill units must cover disposed solid waste with a minimum of six inches of compacted earthen material at the end of <br />each operating day, or more frequent intervals if necessary, to control vectors, fires, odors, blowing litter, and <br />scavenging. <br />Upon arrival to the active face at the beginning of the operating day is was observed that the tarpaulins used to cover the <br />previous days MSW were not completely covering the waste (see Figure 1). <br />Page 2 of 4 Inspector <br />
