The landfill appeared orderly <br />and well kept. Access roads into facility were maintained and passable. Water from recent storms <br />was still present in storm ditches and contained. The designed wetlands in the northern portion of <br />property contained abundant waterfowl and other species of birds. Odors were not noticeable from <br />the parking lot area. <br />Inspected north side of Module #1 via lower access road to location of noted leachate seeps on west <br />side of Module #l. Mid slope of Module on north, east, and west slopes were well vegetated. Slopes <br />appeared in tact with no evidence of water channeling or rilling of the interim cover. West side of <br />Module #1 where leachate seeps had been observed on lower access roads were mitigated using <br />straw waddles. Leachate was not observed in this area. Inspected the interim top cover of Module <br />#1. Vegetation cover on top of Module #1 was thick and mature. Some ponding of water near road <br />and eastern down drain collector. Down drain collectors appeared to be properly engineered to <br />resist erosion and to efficiently collect water from the top cover. <br />Inspected Module #3 from access road. Module #3 was built to Subtitle D standards and overlaps <br />the southern face of Module #1. Module #3 currently is receiving waste. Observed MSW being <br />discharged and compacted in Module #3. Daily cover is dirt from borrow area. Face appeared to <br />be relatively small and controlled by operators. Lift was approximately 15' high. San Joaquin <br />County (SJC) can use an Alternative Daily Cover (ADC) for up to three days before covering with <br />soil. SJC uses a canvas tarp as an ADC. Inspected the LCRS systems for both Modules #1 and #3. <br />Inspected the east side of Module #1 and #3. Shallow and deep erosion was evident on the eastern <br />side -slope from mid -slope down to base. Operator had not installed any energy dissipaters such as <br />straw waddles at mid -slope or above. Vegetative cover eroded away. Operator had used plastic <br />sheeting and sand bags to cover the deep erosion spots (see pictures). <br />Approved: <br />
