Chapter 1 <br /> Project Description <br /> Introduction <br /> San Joaquin County,through the Department of Public Works(County), strives <br /> to provide long-term solid waste disposal services that are cost-effective and <br /> environmentally sound to businesses and residents throughout the county. In the <br /> 16 years since operation began in 1991,the North County Recycling Center and <br /> Sanitary Landfill(NCRC&SL)has provided refuse disposal for private citizens, <br /> commercial entities,and franchise refuse collectors in San Joaquin County. The <br /> location of the landfill is shown on Figures 1-1 and 1-2. However,the need for <br /> refuse disposal has gradually increased since 1991,and the present demand for <br /> disposal by County residents is nearing the permit limits at that facility. <br /> The overall objectives of the proposed project are to allow the County to <br /> continue providing the solid waste disposal services begun with the construction <br /> of Harney Lane Landfill,which was closed to the public in 1991,and to control <br /> the cost of those services whenever possible. <br /> The needed solid waste disposal services can be accomplished by increasing the <br /> heavy equipment operating hours and allowing more refuse to be disposed each <br /> day, as described below. Disposal costs can be controlled by increasing the <br /> permitted landfill height,which will more fully utilize the permitted landfill area <br /> and more efficiently capitalize the investment in future landfill liner construction. <br /> Increasing the landfill height would increase the available disposal capacity of <br /> the landfill by approximately 70%with little additional cost and without <br /> increasing the surface area over which refuse is placed. The additional capacity <br /> would also extend the operational life of the existing landfill from 2032 to <br /> approximately 2048,but cost savings would begin almost immediately. <br /> By expanding the existing landfill vertically rather than horizontally,the <br /> environmental impacts related to horizontal expansion of existing facilities and <br /> those associated with the construction and operation of a new waste disposal <br /> facility at a previously undisturbed site elsewhere in the County would be <br /> avoided. <br /> Notice of Preparation for the June 2006 <br /> North County Recycling Center and Sanitary Landfill 1-1 <br /> AS 06307.06Permit Revision <br />
