San Joaquin County Project Description <br /> Proposed Revisions to Current Permit <br /> The landfill facility operates in accordance to the Solid Waste Facility Permit <br /> (SWFP) issued by the County Environmental Health Department(EHD),which <br /> includes the following limitations: <br /> ■ Maximum daily disposal tonnage weight of 825 tons. <br /> ■ Maximum incoming refuse-carrying vehicles of 600 per day. <br /> ■ Receipt of refuse from 7:00 a.m.to 5:00 p.m. <br /> ■ Maximum refuse height of 190 feet above mean sea level(ms]). <br /> In addition,the original environmental impact report(EIR)(1990)identified the <br /> use of heavy equipment for refuse disposal as occurring from 7:00 a.m.to 7:00 <br /> p.m.without consideration of distance to sensitive receptors(e.g.,nearby <br /> residences). <br /> In order to continue providing disposal services at the NCRC&SL,the County is <br /> requesting the following revisions to the SWFP. <br /> 1. Increase the maximum disposal tonnage limit from 825 to 1,200 tons of <br /> refuse per day. <br /> 2. Increase the maximum incoming vehicle trip limit from 600 to 850 vehicles <br /> per day. <br /> 3. Adjust and clarify the times of landfill facility operations as shown below. <br /> a. Restriction on equipment noise:Restrict the noise from heavy equipment <br /> to the hours of 6:00 AM to 10:00 PM if nearby residences are impacted <br /> by noise. If no residences are impacted,then no restriction would be <br /> imposed. <br /> b. Other activity. The landfill facility may be visited by County employees <br /> or other authorized personnel for other uses at any time. Such uses <br /> would include administrative tasks,equipment maintenance,operation of <br /> environmental control facilities, and use of construction equipment as <br /> needed to maintain compliance with other permit requirements. <br /> 4. Increase the maximum permitted fill elevation(height)of the landfill from <br /> the currently permitted maximum height of 1.90 feet msl to a maximum fill <br /> height of 420 feet ms].(Figure 1-3) Modern landfills must have multiple <br /> layers of containment and monitoring for environmental protection. By <br /> increasing the amount of refuse placed over a previously permitted surface, <br /> the cost of disposal is reduced. The most significant impact of this height <br /> increase is visual. It is anticipated that within the next 5 years,assuming <br /> approval of this height increase, an interim height of 270 feet ms) could be <br /> reached.
