San Joaquin County Project Description <br /> Project Location <br /> The NCRC&SL is located at 17720 East Harney Lane,Lodi, California,at the <br /> southwest intersection of East Harney Lane and Atkins Road,approximately 8 <br /> miles east of the city of Lodi,in northeastern San Joaquin County(Figures 1-I <br /> and 1-2). The refuse fill area is located approximately 0.5 mile south of the <br /> entrance on East Harney Lane. The NCRC&SL property encompasses <br /> approximately 320 acres(landfill property);the landfill facility—comprising <br /> landfill,recycling station,scale house,employee/maintenance building,and a <br /> pumphouse—encompasses 185 acres. The remaining area consists of <br /> undeveloped land,which includes seasonal wetland and freshwater marsh north <br /> of the landfill facility,a retention pond east of the landfill facility, and a <br /> residential structure north of the landfill facility and east of the entrance road <br /> (Figure 1-4). <br /> Facility Background <br /> The NCRC&SL is a single Class III Waste Management Unit designated for <br /> "non-hazardous solid waste"including mixed municipal solid wastes <br /> (agricultural,residential, commercial,and industrial wastes);construction and <br /> demolition debris;yard waste;tires;household hazardous waste;and wood <br /> waste. White goods such as refrigerators,freezers,air-conditioning units, and <br /> tires are received for recycling. Septic tank wastes,toxic materials,large dead <br /> animals, 5-gallon or larger drums, infectious wastes,liquid wastes,cannery <br /> wastes,hazardous wastes,large loads of soil or gravel,trailers,and burned <br /> wastes are not accepted at the landfill. <br /> The landfill is composed of separately lined modules constructed as needed to <br /> provide space for refuse disposal. Each module has been constructed to meet or <br /> exceed the requirements in force at that time. All modules have liner systems <br /> that include a 0.06-inch high-density polyethylene(HDPE)geomembrane and <br /> leachate collection and removal facilities,constructed to meet or exceed the <br /> environmental requirements in force at that time. <br /> An EIR was prepared by the County in 1990 to support construction and <br /> operation of the NCRC&SL. In that document,disposal was estimated to be <br /> 250-300 tons per day. The NCRC&SL began operations ion 1991,with the <br /> construction of Modules 1 and 2 as single modules. Module 3 was constructed in <br /> 1995,and Module 4 was constructed in 2003. Modules 3 and 4 were constructed <br /> in accordance with an Approved Engineered Alternative Liner System that meets <br /> current Federal Subtitle D and CCR Title 27 requirements for containment. <br /> To date,refuse has been disposed in Modules I through 4,covering an area of <br /> approximately 52 acres to the present elevation limit of 190 feet ms].
