San Joaquin County Project Description <br /> Existing Facility Operations <br /> The current SWFP allows the landfill facility to receive a maximum of 825 tons <br /> of waste per day. The average disposal rate in 2004 was approximately 460 tons <br /> per day. For planning purposes,a rate of increase of approximately 3%per year <br /> in the disposal rate is assumed. <br /> The landfill facility is open daily to receive refuse from 7:00 a.m.to 5:00 p.m., <br /> with the exception of New Year's Day,Easter Sunday,Thanksgiving,and <br /> Christmas Day. Refuse disposal activities are normally from 7:00 a.m.to 5:30 <br /> p.m. Landfill facility administration and other supporting activities normally <br /> occur from 8:00 a.m.to 5:00 p.m.Monday through Friday,excluding County <br /> holidays,but County staff may visit the landfill facility at any time as needed. <br /> At the end of each operating day,refuse disposed during the day is covered with <br /> a minimum thickness of 6 inches of soil and/or geosynthetic tarps(weather <br /> permitting)in conformance with CCR Title 27 and the operating permit. <br /> Currently,the daily cover soil is obtained by excavating soil from future planned <br /> modules or from existing soil stockpiles produced from the excavation of <br /> previous modules and within the landfill. Soil is not currently being imported for <br /> daily cover(Kleinfelder 2005). <br /> Drainage and Erosion Control <br /> Several facilities control runon and runoff at the landfill facility. Runon is <br /> controlled by the surrounding topography(the landfill is at a higher elevation <br /> than the surrounding terrain). Runoff is controlled by a perimeter ditch and a <br /> series of ditches within the landfill facility. Most runoff is directed to a <br /> sedimentation basin on the east side of the landfill facility, from which it either <br /> evaporates,percolates into the soil,or is discharged into the wetland area. Some <br /> runoff is directed into the wetlands on the north portion of the landfill property <br /> after passing through sediment control features. <br /> During the year,the landfill operators repair and regrade the stormwater <br /> conveyance structures as needed to prevent ponding of water over refuse. <br /> Special care is taken during operations to maintain a positive slope on fill areas to <br /> facilitate stormwater runoff. <br /> Landfill operators establish vegetation and construct drainage berms or benches <br /> on surfaces that will remain undisturbed for long periods and may be subject to <br /> erosion. This helps direct stonnwater away from refuse fill areas to the existing <br /> stormwater facilities. Best management practices(BMPs)are also implemented <br /> at the landfill facility as required under the National Pollutant Discharge <br /> Elimination System(NPDES)permit.
