San Joaquin County Project Description
would be collected and treated by the proposed installation of a LFG collection
and treatment system. Increase of incoming refuse vehicle trips would not
directly affect LFG production.
HazardousWaste/Load Checking
Several safety measures,as described in the Hazardous Waste Exclusion and
Load Check Program(County of San Joaquin 1992),are implemented at the
landfill facility to minimize the potential for hazardous or infectious wastes to be
disposed at the facility. This plan addresses the following issues.
■ Public notification process.
■ Annual training of all landfill employees.
■ Procedures used to discover hazardous waste.
■ Handling and storage of hazardous waste items.
■ Description of hazardous waste storage facilities and equipment.
■ Records and reporting requirements.
■ Procedures for recovering costs associated with illegal disposal of
hazardous waste.
This load-check program would continue under the proposed permit revision,
and would be expanded as necessary for the increased refuse tonnage and
incoming refuse vehicle trips proposed. Increasing the permitted landfill
height would not directly affect the load check program.
Fire Control
The scale house, recycling center,employee/maintenance building, and
pumphouse are equipped with fire sprinklers and wall-mounted fire
extinguishers. All the equipment and vehicles at the landfill facility are
protected, in part,by removing debris from undercarriages and engine
compartments, and all heavy equipment and vehicles are equipped with fire
extinguishers that are checked monthly and replaced as needed. The Stockton
Fire Department conducts a yearly inspection of fire extinguishers and provides
training to employees on fire safety and equipment operation, and the Linden
Fire Department provides fire protection services to the landfill facility.
A water supply for fire suppression is available at the landfill facility from fire
hydrants that are fed by a water storage tank. The system is fitted with an
electric pump that automatically activates to maintain pressure at the fire
hydrants during use. Water trucks are also available to apply water to fires if
they occur. To prevent fires from spreading to neighboring properties,a
firebreak is maintained along the landfill's perimeter in the form of maintenance
access roads, which are approximately 10 feet in width.
Notice of Preparation for the June 2006
North County Recycling Center and Sanitary Landfill 1-9
J&S 06307.06
Permit Revision
