San Joaquin County Project Description <br /> Fire control practices would continue under the proposed permit revision and <br /> would be expanded as necessary for the increased tonnage and incoming <br /> refuse vehicle trips proposed. Increasing the permitted landfill height would <br /> not directly affect fire control. <br /> Lighting <br /> Lighting at the landfill facility includes lighting fixtures mounted to the exterior of <br /> onsite buildings,as well as fixtures mounted on light poles around the buildings <br /> and at the entrance to the landfill facility. Because the SWFP does not include <br /> nighttime filling operations,portable lights are not present at this time. <br /> The proposed increase in daily disposal tonnage, incoming refuse vehicle trips, <br /> or landfill height would not affect the need for lighting. If disposal operations <br /> occur in r=arljUn in the winter, when natural light is reduced, vehicle lights <br /> 5 would be used, and supplemental lighting would be supplied as needed. <br /> eire Reviewand /Approvals <br /> The project is likely to require,or may require,review and/or approvals from the <br /> following agencies. <br /> ■ San Joaquin County Environmental Health Department(Local <br /> Enforcement Agency)(LEA)—The LEA issues the SWFP and will review <br /> the proposed project and issue the revised SWFP to incorporate the revised <br /> permit conditions. In addition,the County will amend the Joint Technical <br /> Document(JTD)to reflect these changes. <br /> ■ California Integrated Waste Management Board(CIWMB) --The <br /> CIWMB,in coordination with the LEA, authorizes the construction, <br /> operation, and closure of landfills and solid waste facilities in the State of <br /> California. Currently,the landfill operates under SWFP No. 39-AA-0022. <br /> The SWFP will be amended to provide for the increase in the landfill <br /> elevation. In addition,the County will amend the Preliminary <br /> Closure/Postclosure Maintenance Plan (Closure Plan)to reflect the revised <br /> closure contours. <br /> ® Central Valley Water Board—The Central Valley Water Board regulates <br /> waste discharge related to water quality from construction and operation of the <br /> landfill. Currently,the landfill operates under Waste Discharge Order No.R5- <br /> 2002-2019. Concurrence with the proposed height increase will require that the <br /> County submit verification that slopes will be stable with the increased landfill <br /> height. Preliminary evaluations indicate that the proposed slopes will be stable. <br /> The County will also demonstrate to the Central Valley Water Board that the <br /> environmental features(e.g.,leachate collection,LFG control)in the existing <br /> modules will not be compromised by the increase in height,and that future <br /> Notice of Preparation for the June 2006 <br /> North County Recycling Center and Sanitary Landfill 1-10 ass osso�.os <br /> Permit Revision <br />
