San Joaquin County Environmental Checklist <br /> Agricultural and pasture land and associated infrastructure give the region a <br /> g <br /> scenic character that is rural in nature. Orchards,vineyards,pastures,farm <br /> structures,tractors,and houses are only some of the features that combined or <br /> individually can be visually pleasing or monotonous. <br /> The Sierra Nevada is located to the east;its foothills can be seen from vantages <br /> within the region. Water features include South Paddy Creek,Mosher Slough, <br /> and irrigation canals. A mix of agriculturally developed and natural landscapes <br /> characterize the region. The landscape pattern is influenced by agricultural land <br /> uses,major roadways in the region,and topographic constraints. The agricultural <br /> landscape,common to the San Joaquin Valley,offers moderate scenic quality. <br /> Visual Character of Project Vicinity <br /> The project vicinity is defined as the area within a 0.5-mile radius of the <br /> NCRC&SL. Characteristic of the region,the landfill is surrounded by vineyards <br /> and pastures on flat terrain and gradual slopes. Undeveloped areas are vegetated <br /> with nonnative grasslands. Access to the landfill and vicinity is achieved from <br /> smaller roadways bordering the farming and grazing lands. Wooden utility poles <br /> and various types of agricultural fencing are common vertical features in the <br /> landscape,located primarily along roadways. Like the region,the project <br /> vicinity is rural in nature. <br /> The grasslands,vineyards,orchards, and livestock ranches do not attract a large <br /> viewer group. The lands adjacent to the landfill site remain primarily <br /> agricultural. The overall visual quality of the project vicinity is moderate. <br /> Viewer Groups and Viewer Response <br /> Key viewpoints,shown in Figure 2-1 and Figure 2-2,have been chosen for their <br /> representation of the landscape within which they are located and for those <br /> viewers likely to be affected. <br /> Project Site Neighbors <br /> Project site neighbors are a major viewer group that have views of the <br /> NCRC&SL. This group comprises residents and agricultural viewers(e.g.,farm <br /> workers and residents on agricultural land). There are isolated residential and <br /> agricultural developments adjacent to the project site. The distance to the five <br /> nearby residences is shown on Figure 2-3. <br /> Residents with the most direct views of the landfill are those within a 1-mile <br /> radius;these views are limited by orchards and residential landscaping,which <br /> obscure views of the landfill.
