San Joaquin County Environmental Checklist <br /> Landscaping has been planted along Harney Lane,which serves as the border of <br /> the landfill property;however,these plantings are not mature and do not provide <br /> visual screening. Landscaping also surrounds the residence,but it is also not <br /> mature and does not provide visual screening of the landfill. The closest offsite <br /> residence is approximately 5,100 feet north of the NCRC&SL(Figure 2-1). <br /> Residents presently have foreground,middleground,and background views, <br /> which may change as landscape plantings mature (Figure 2-1). These views are <br /> moderate in vividness, intactness,and unity due to commonality with the region <br /> and vicinity and due to the presence of vertical elements such as utility poles and <br /> fencing. <br /> Roadway Users <br /> Viewers who frequently travel East Harney Lane,Clements Road,Frazier Road, <br /> and Tully Road generally possess low visual sensitivity to their surroundings <br /> because attention is not focused on the moderate scenic quality of the passing <br /> landscape views but on the roadway conditions. At standard roadway speeds, <br /> views are of moderate duration and roadway users are fleetingly aware of <br /> surrounding traffic,road signs,their immediate surroundings within the <br /> automobile, and other visual features. <br /> This viewer group also includes drivers using the East Harney Lane from the <br /> Atkins Road intersection. These viewers have low to moderate sensitivity to <br /> their surroundings because their focus is concentrated on turning onto East <br /> Harney Lane. <br /> The existing landfill is not visible from the intersection of East Harney Lane and <br /> Tully Road. Its form can be distinguished from Kettleman Lane,Atkins Road, <br /> Clements Road,and Frazier Road. <br /> Recreationists <br /> Recreationists include runners and cyclists using local roadways. Occasional <br /> cyclists were observed during the site visit. Recreationists using local roadways <br /> are likely to regard the natural and built surroundings as a holistic visual <br /> experience. However,they are likely to have moderate visual sensitivity due to <br /> focus on roadway and traffic conditions.
