San Joaquin County Environmental Checklist <br /> Regulatory Setting <br /> San Joaquin County General Plan <br /> The NCRC&SL is under the jurisdiction of San Joaquin County. <br /> The San Joaquin County General Plan(2010)policies listed below are likely to <br /> be relevant to the proposed project. <br /> Conservation and Open Space Element <br /> Objective 1: To preserve open space land for the continuation of commercial <br /> agricultural and productive uses,the enjoyment of scenic beauty and recreation, <br /> the protection and use of natural resources,and for protection from natural <br /> hazards. <br /> Agricultural Lands <br /> Policy 8: To protect agricultural land,non-agricultural uses which are allowed in <br /> the agricultural areas should be clustered,and strip or scattered development <br /> should be prohibited. <br /> Policy 10: Non-agricultural land uses at the edge of agricultural areas shall <br /> incorporate adequate buffers(e.g., fences and setbacks)to prevent conflicts with <br /> adjoining agricultural operations. <br /> Hazardous Materials and Wastes <br /> Objective 3: Land uses and structures which contain hazardous materials or <br /> wastes which may be a safety hazard for nearby areas shall be located away from <br /> existing and planned populated areas. <br /> Analysis R.A.ethodology <br /> Using the methods and setting described above,analysis of the visual effects of <br /> the proposed project are based on the following components. <br /> ■ Direct field observation from vantage points,including neighboring <br /> buildings,property,and roadways(conducted May 2005). <br /> ■ Photographic documentation of key views of and from the landfill,as well as <br /> regional visual context. <br /> Notice of Preparation for the June 2006 <br /> North County Recycling Center and Sanitary Landfill 2-9 <br /> Permit Revision J&S 06307.06 <br />
