San Joaquin County Environmental Checklist <br /> ■ Review of project construction drawings. <br /> ■ Review of the project in the context of compliance with state and local <br /> ordinances and regulations and professional standards pertaining to visual <br /> quality. <br /> Impact Discussion <br /> a. The proposed project would not substantially affect scenic vistas. NCRC&SL <br /> neighbors,roadway users,and recreationists have existing views of the site and <br /> are accustomed to the presence of the landfill. The proposed changes in height <br /> would only affect NCRC&SL neighbors within a l-mile radius,and these <br /> viewers do not have views over a scenic vista. Views toward the landfill from <br /> distant vantages may be considered a scenic vista. However,from this distance, <br /> the landfill appears to blend with foothills and ranges in the background or <br /> appears to blend in with the natural topography,seemingly as a natural feature. <br /> Potential impacts would be less than significant. No mitigation measures are <br /> necessary. <br /> b. There are no scenic highways designated within or near the NCRC&SL. <br /> Therefore,there would be no impact. No mitigation is required. <br /> C. The proposed project could potentially degrade the existing visual character and <br /> quality of the area and its surroundings for all viewer groups because it would <br /> affect the existing visual character or quality of the area and its surroundings by <br /> substantially increasing the height of the landfill. The landfill will be covered <br /> with a native grassland mix or approved equivalent upon completion of project <br /> operations, which would result in a grass-covered hill similar to the native hills in <br /> the region.NCRC&SL neighbors,particularly those closest to the landfill,would <br /> be the viewer group most affected by permanent visual changes,because they <br /> make up the largest and most centralized group with permanent views of the <br /> landfill. This group would be affected by changes in landfill height by <br /> introducing a larger mass of refuse that would attract views and reduce the <br /> quality of their viewshed. Roadway users would not be significantly affected due <br /> to short intervals of time that they are in visual contact with the landfill,at <br /> normal roadway speeds. Recreationists, with views similar to those of roadway <br /> users, would not experience impacts of views of scenic vistas for the same <br /> reasons. This impact is considered potentially significant. Implementation of <br /> Mitigation Measure AES-1 would reduce the impact however the impact may still <br /> be considered significant and unavoidable. This impact will be evaluated in the <br /> EIR. <br /> Mitigation Measure AES-1: Implement project landscaping plan to create a <br /> visual buffer. The project landscape architect and contractor will adhere to the <br /> following practices in developing and implementing a project landscaping plan. <br /> ■ The plant species composition will reflect species that are native and <br /> indigenous to the area. The species list should include trees,shrubs,and an <br /> Notice of Preparation for the June 2006 <br /> North County Recycling Center and Sanitary Landfill 2-10 <br /> Permit Revision AS 06307.06 <br />
