San Joaquin County Environmental Checklist
Less than
Significant
Potentially with Less than
Significant Mitigation Significant No
Impact Incorporated Impact Impact
III. AIR QUALITY. When available, the significance
criteria established by the applicable air quality
management or air pollution control district may be
relied upon to make the following determinations.
Would the project:
a. Conflict with or obstruct implementation of the ❑ ❑ ■ ❑
applicable air quality plan?
b. Violate any air quality standard or contribute ■ ❑ ❑ ❑
substantially to an existing or projected air quality
violation?
C. Result in a cumulatively considerable net increase ■ ❑ ❑ ❑
of any criteria pollutant for which the project
region is a nonattainment area for an applicable
federal or state ambient air quality standard
(including releasing emissions that exceed
quantitative thresholds for ozone precursors)?
d. Expose sensitive receptors to substantial pollutant ❑ ❑ ■ ❑
concentrations?
e. Create objectionable odors affecting a substantial ❑ ❑ ■ ❑
number of people?
Setting
The project site is located within the San Joaquin Valley Air Basin(SJVAB).
Air quality conditions in the SJVAB are regulated by the San Joaquin Valley
Unified Air Pollution Control District(SJVUAPCD). The region is classified as
a nonattainment area for several air pollutants: particulate matter less than
10 microns in diameter(PM 10),particulate matter less than 2.5 microns in
diameter(PM2.5),and ozone.
Regional Climate and Meteorology
The area's climate is characterized by warm, dry summers and cool winters.
Wind speed and direction data indicate that summer winds usually originate at
the north end of the SJVAB and flow in a south-southeasterly direction through
the SJVAB and Tehachapi Pass into the Mojave Desert Air Basin. During the
winter, winds occasionally originate from the south end of the SJVAB and flow
Notice of Preparation for the June 2006
North County Recycling Center and Sanitary Landfill 2_14 gas osso.os
Permit Revision
