San Joaquin County Environmental Checklist
The project site is not currently enrolled in a Williamson Act contract. Properties
adjacent to the project site are currently enrolled in Williamson Act contracts and
are designated as Farmland Security Zone properties(east and south)or Prime
Farmland(north and west)according to the Important Farmland Maps(California
Department of Conservation 2005).
Impact Discussion
a. The proposed project would involve a vertical expansion of the NCRC&SL
within the landfill's existing footprint. The proposed project does not include the
lateral expansion of the facility within the existing landfill site, nor would the
facility be expanded onto adjacent properties. Therefore, the project would not
result in the conversion of Prime Farmland,Unique Farmland,or Farmland of
Statewide Importance to a nonagricultural use. There would be no impact. No
mitigation is required.
b. Although the project site is zoned for agricultural uses,it is not currently used for
agricultural uses and is not enrolled in a Williamson Act contract. Properties
adjacent to the landfill site are zoned and used for agricultural uses and are
currently enrolled in Williamson Act contracts(California Department of
Conservation 2005). The proposed project does not include the lateral
expansion of the facility within the existing landfill site, nor would the facility be
expanded onto adjacent properties, and the project would not require the
acquisition of adjacent agricultural lands currently under Williamson Act
contract. There would be no impact. No mitigation,is required.
C. The project does not involve the lateral expansion of the facility outside the
current landfill footprint. Further,no new facilities or operational changes are
proposed as part of the project. Landfill operations would continue as described
in Chapter 1,Project Description, and no new construction is proposed as part of
the project. Because the project would not involve changes in the existing
environment that, due to their location or nature, would result in the conversion
of agricultural land, there would be no impact. No mitigation is required.
Notice of Preparation for the June 2006
North County Recycling Center and Sanitary Landfill 2-13
J&S 06307.06
Permit Revision
