e <br /> San Joaquin County Environmental Checklist <br /> temperature,ozone is primarily a summer air pollution problem. The ozone <br /> precursors ROG and NO,,are emitted by mobile sources and by stationary <br /> combustion equipment. <br /> PM10,which consists of particles that can be inhaled deeply into the lungs, <br /> results from many kinds of dust-and fume-producing activities,such as <br /> demolition,construction,and vehicular traffic. Extended exposure to PM10 can <br /> increase the risk of chronic respiratory disease. As indicated in Table 2-2, <br /> violations of the state PM 10 standard in San Joaquin County have remained <br /> relatively constant between 2003 and 2004 following a substantial drop from <br /> 2002. Entrained road dust from motor vehicles accounts for approximately 60% <br /> of the regional inventory of PM 10. Due to the predicted increase in the number <br /> of vehicle miles traveled and the associated increase in entrained road dust, <br /> emissions of PM 10 in San Joaquin County are expected to increase in the future. <br /> Although Table 2-2 indicates that CO concentrations do not approach the state <br /> standards,CO concentrations in the vicinity of congested intersections and <br /> freeways would be expected to be higher than those recorded at the monitoring <br /> station. Concentrations of CO have declined in the SJVAB over the past 5 years <br /> because of existing regulations that require the use of oxygenated gasoline and <br /> because of the continued replacement of older vehicles with newer, lower-CO- <br /> emitting vehicles. CO concentrations are expected to continue to decline in the <br /> SJVAB because of existing controls and programs and the continued retirement <br /> of older,more polluting vehicles. <br /> Sensitive Receptors <br /> Sensitive receptors are locations of human populations,especially children, <br /> seniors,and sick persons,where there is reasonable expectation of continuous <br /> human exposure,according to the averaging time for an air quality standard(e.g., <br /> 24-hour, 8-hour, 1-hour). These typically include residences, hospitals,and <br /> schools. Sensitive receptors in the vicinity of the landfill comprise a residence on <br /> the landfill property and five rural residences in the general vicinity(within <br /> approximately 1 mile of landfill property boundaries)(Figure 2-3). <br /> Impact Discussion <br /> a. A project is deemed inconsistent with air quality plans if it would result in <br /> population and/or employment growth that exceeds growth estimates set forth in <br /> the applicable air quality plan. Accordingly,proposed projects need to be <br /> evaluated to determine whether they would generate population and employment <br /> growth and,if so,whether that growth would exceed the growth rates specified in <br /> the relevant air plans. The proposed project would induce neither population nor <br /> employment growth;it would accommodate waste generated by existing and <br /> planned land uses.
